The Work You Will Do:
The Program Consultant (37020737) is an advanced position requiring knowledge of Florida’s environmental policies, procedures, and statutes overseen by the Division of Environmental Assessment and Restoration (DEAR). The position is in Tallahassee, FL, and will be responsible for serving as DEAR’s point contact for the department’s press office and for DEAR’s content on its internet and intranet sites. The position will also assist with public meeting coordination and with DEAR’s strategic water quality protection and restoration planning initiatives.

Your Specific Responsibilities:
This advanced level position requires knowledge of Florida’s environmental policies, procedures, and statutes overseen by the Division of Environmental Assessment and Restoration (DEAR).
Assists with the division's strategic water quality protection and restoration planning initiatives. Consults with the division’s programs’ administrators and management team. Drafts and reviews sections of the annual business plan. Coordinates collection, storage, and reporting of progress towards division goals, milestones, and targets throughout the year. Participates in departmental workgroups to establish program metrics to create relevant policies and procedures, or to perform other related tasks.
Assists with the division's efforts to facilitate employee-led process improvements. Provides or identifies training needed to take full advantage of the department's survey and file sharing software licenses. Creates training tools, SharePoint sites, and other applications; trains programs on how to create similar applications.
Serves as the division's point of contact for the DEP press office for information that DEAR needs to disseminate out to the general public, local and federal government, and other interested entities. This includes, but may not be limited to, biweekly facilitation of meetings with the division office, assigning due dates for press releases and calendar notices, revising press releases for minor editorial issues and division office comments, representing the division on press office meetings and calls, posting SharePoint notices and GovDelivery topics as assigned, and providing support and training for DEAR GovDelivery topics. Assist with developing and writing proactive public information materials.
Serves as the division's point of contact for its internet and intranet sites content associated with the environmental protection policies, procedures, programs and Florida Statutes overseen by DEAR. Assists with design of websites by making recommendations and facilitating meetings to implement changes. Creates and maintains procedures for Programs to regularly update their content. Stays aware of and ensures compliance with departmental standards for posting, style, and retention of content.
Serves as the division’s employee recognition coordinator. Identifies opportunities and methods for recognizing staff for their efforts in supporting the division’s goals and mission. This includes coordinating the development and submission of award nominations for DEAR and agency awards.
Assists with document tracking and responses to public records requests. Assists with public meetings.
Perform other division duties are assigned and necessary.
Required Knowledge, Skills, and Abilities:
+ Knowledge of surface and ground water chemical, physical, biological, and hydrological processes in relation to water quality.
+ Knowledge of water resource assessment techniques.
+ Ability to establish and maintain effective working relationships with others.
+ Ability to work well in a team environment to achieve a task.
+ Ability to prepare technical reports.
+ Ability to communicate with employees and the public in a tactful, professional, and courteous manner.
+ Ability to utilize problem solving techniques.

Required Qualifications:
A bachelor’s degree in communications, environmental education, public relations, planning, public administration and 3 years of verifiable related experience; or any combination of post-secondary education or verifiable related experience, as described above, for a total of seven years.
