PROGRAM ANALYST (INFORMATION SYSTEMS)

The primary purpose of this position is to serve as project manager and technical advisor for automation systems providing technical advice on utilization, development, fielding, and enhancement of automated processes utilizing data automation tools. Responsibilities Serves as the technical advisor for resources, information, data automation and reporting. Designs, researches, and conducts complex analysis for automation products that require unusual urgency which requires application of the full range of advanced techniques. Conducts and/or participates in studies to improve organizational programs and/or influence policy changes that typically involve long-range, and highly complex topics. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with Wing leadership, supervisors, customers, and co-workers and conducts or leads conferences as representative of the the 88th Air Base Wing. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying federal civilian human resource experience, to plan, organize, and determine necessary policies, regulations, directives, programs, and procedures for the development and execution of assigned programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Advanced knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of organization-level plans and programs for executing initiatives; ability to research, analyze, and interpret trends and to recognize, analyze, and summarize problems, as well as recommend solutions. Advanced skill in writing code and logic in automated databases and desktop software tools sufficient to develop reporting products; advise on changes and upgrades to existing systems and products; develop unique scripts to meet the organization's need to track and monitor data on a wide-range of topics. Advanced skill in oral and written communication, and briefing techniques sufficient to advise leaders on various information system programs, demonstrate, justify and defend the need for new information systems, or changes and upgrades to existing systems. Extensive knowledge of Microsoft Office software tools to support research, analysis and briefing preparation. Ability to compile reports, produce and develop charts, graphs, or monitor project status. Extensive knowledge and skill in consensus building, negotiating, and coalition building in order to obtain management support for program requirements. Mastery of and ability to analyze a wide variety of work force and organizational data to provide recommendations for improving the operations of an extremely diverse AF major command. Ability to plan, organize and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to establish goals and assess progress towards their achievement; develop concrete action plans to solve problems; adjust work objectives to meet changing programs; and negotiate effectively with management to implement recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
