Qualifications ASSESSMENT FACTORS 1. Leads working groups to plan and develop internal strategies to address program or portfolio planning and performance issues and concerns. Develops, presents, and justifies resources in fiscal and resource documents, reports, briefing, or other materials. 2. Makes defensible, expert judgments that address mission priorities and recommends the course of action that maximizes the contribution, ranging from tactical to strategic to mission. 3. Establishes effective working relationships with senior leadership within the DIA and across the Intelligence Community to advance enterprise level goals and strategies. 4. Leads major DIA initiatives related to developing, modifying, or providing input to program or portfolio short-and long-term goals, procedures, and methodologies; resource requirements; and/or other related activities through the life cycle of an assigned program or portfolio. Oversees the monitoring of program expenditures and consumables, the tracking of the execution of current year funds, and ensures that all unfunded requirements are fully documented. 5. Serves as a resource to others regarding relevant regulations, guidelines, laws, and directives. HIGHLY DESIRED SKILLS 1. Experience identifying long-term goals and developing associated resource strategies for Enterprise-level programs. 2. Experience working with both GDIP and MIP and associated budget processes. 3. Prior project/program management experience. Education Additional Information DIA positions are Defense Civilian Intelligence Personnel System (DCIPS) positions in the Excepted Service under 10 U.S.C. 1601. All applicants must be U.S. citizens at the time of application. Applicants must meet the agency’s conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement.
