PROGRAM ANALYST

Summary You will serve as a Program Analyst in the Requirements & Warfare Development Directorate (N8), Force Development Division of COMSUBFOR. Responsibilities You will assist N80 with the development of COMSUBLANT’s input into the OPNAV Planning, Programming, Budgeting and Execution System (PPBES). You will develop guidance for use by COMSUBLANTs account beneficiaries. You will manage the COMSUBLANTs unfunded requirements validation and funding allocation process in execution years under the supervision of N8 to ensure diligent and responsible expenditure of limited resources. You will assist with management and coordination of undersea Force innovation projects, Force Management Transformation contract management oversight and liaison with various contract-holding external entities. You will assist Contracting Officers in the assessment and evaluation of performance using standard processes. You will qualify and maintain qualifications as a Contracting Officer’s Representative (COR). You will generate unfunded requirements documentation, funding justification narratives, descriptions / statements of work. Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and understanding of Navy and Department of Defense processes for developing planning, programming, and execution quality resource requirements documentation. Experience and in-depth knowledge of the sequence and timing of the Planning Programming Budget Execution (PPBE) program events and milestones. Experience in integrating submarine force program with other Navy platform, weapon, sensor, military construction, and readiness programs across the FYDP. Experience and knowledge of business software systems, including comprehensive knowledge of the Microsoft Office software suite. Experience and knowledge of operational analysis and techniques, budget, and economic principles used to develop and evaluate the effectiveness of modified program objectives and operations. GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing programmatic estimates to draw conclusions and to recommend appropriate actions or alternative solutions to improve program efficiency and effectiveness. Excellent oral and written communications skill. Experience to analyze, present and describe complex issues through the presentation of reports, proposals, charts, and graphs. Experience to compose, critique and edit technical and advisory papers and presentations in multiple formats. Experience in integrating submarine force program with other Navy platform, weapon, sensor, military construction, and readiness programs across the FYDP. Experience in applying complex fact-finding, analytical, and problem-solving methods and techniques to identify interrelated program problems, multiple program changes, and future program plans.
