Summary This position is located in the Department of Technology Services (DTS), Technology Solutions Office (TSO) to support the Contracting Officer's Representative (COR) duties associated with the IT contracts supported within TSO. Responsibilities The Contracting Officer's Representative (COR) performs daily tasks related to contract administration and oversight during the pre-award, evaluation and post-award phases for various IT project and services contracts. The COR works closely with the Department of Technology Service's Vendor Management Branch (VMB) and Contracting Officer (CO) in the Acquisition Management Office to ensure that all judiciary acquisition rules are followed in the execution phase of contracts. The incumbent coordinates with the CO on contract modifications, works with the vendor on service delivery, and collaborates on funding, and ensures timely reconciliation and payment of invoices. The incumbent also works with program office stakeholders to resolve acquisition-related problems impeding the accomplishment of IT project and program goals and objectives. Duties include, but are not limited to the following: Develop contract requirements analysis documents; perform market research; prepare independent government cost estimates and cost benefit analysis; and monitor the cost, schedule, and performance parameters of all assigned contracts. Develop supporting documentation such as statements of work (SOWs), statement of objectives (SOOs), Performance Work Statements (PWSs), funding information, schedules of deliverables, and other contract-related documents. Collaborate with the Vendor Management Branch and Acquisition Management Office to ensure successful contract awards and completion. Serve as technical liaison between the TSO, the Contracting Officer, and the contractor. Responsible for ensuring satisfactory performance of effort and timely delivery of services, as set forth in the contract. Serve as liaison between contractors and the government contracting officer to identify and resolve issues. Monitor contractor's compliance with contract terms, conditions, and specifications. - Provides timely, consistent, and comprehensive oversight of assigned contracts, delivery orders and task orders. Maintain a COR file system to record performance in all acquisition phases, including: requirements development; pre-award activities; post-award contract administration; and termination/closure of contracts. Collaborate with other DTS CORs and the Vendor Management Branch on improving and streamlining acquisition processes across the Department. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following: Managing federal IT contracts. Formatting, executing, reviewing, evaluation and justifying resource requirements for complex programs. Managing commercial cloud consumption contracts with Microsoft, Amazon, Google and/or Oracle. Technical skills in accounting and/or finance and analytical software tools. Desired, but Not Required: Holds a current Federal Acquisition Certification for Contracting Officer's Representative (FAC COR) Level II or Level III. Experience with multiple IT contractors that are part of an integrated IT program, such as IT support and IT HW/SW contracts. Education This position does not require education to qualify.
