The primary purpose of this position is to serve as a command headquarters level program analyst and Functional Area Manager (FAM) for Civil Engineer Forces for their roles in supporting Air Foree Homeland and Worldwide Contingency Missions. Responsibilities Applying Civil Engineering experience; analyzes, develops. and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Develops Contingency and War Plans. Develops Air National Guard Civil Engineer annexes and other inputs to USAF War and Mobilization Pans and Directives, Operational Plans, Operational Orders, Conceptual Plans, Inter-command Agreements, and other war or contingency planning documents. Manages or participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Serves as the focal point and technical expert for requirements, research, development, test and evaluation of civil engineer mobile equipment and support systems. Functions as the focal point and technical expert for requirements, research. development, test and evaluation of civil engineer unit manpower. Conducts staff studies on civil engineer mobility operations that support major regional contingency missions. Advises the Air Staff. MAJCOMS, Forward Operating Agencies (FOAs), other Services and agencies on special projects and studies pertinent to ANG civil engineer contingency operations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, contingency operations, training, and equipping for civil engineer forces. Knowledge of military command structure. missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBE, exercise, training or contingency. 2. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events: and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 3. Ability to organize and lead study teams, to plan organize and meet deadlines. Ability to communicate effectively both orally and in writing; negotiale complex issues; and maintain good working relationships as correspondence is prepared using point papers, briefing books, budget rationale, staff summary sheets and briefings to senior National Guard Bureau and Air Staff officials. Ability to establish and maintain working relationships with base engineers, contracting official and other NGB and ANGRC senior personnel. 4. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Ability to research, analyze, interpret and apply rules, regulations and procedures. Ability to develop and use appropriate data collection techniques, 5. Ability to plan. organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Skill with specific automated data systems as provided by NGB/FM and CE such as ABIDES, Command Role-up, Financial Advisor, JASMS, and PDS) to manipulate information, maintain databases, conduct studies, analyze data, make recommendations and manage assigned tasks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
