PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST in the Infrastructure and Posture Branch of IMMEDIATE OFC OF CHIEF OF NVL OPS. Responsibilities You will coordinate with Director of Plans, Policy, and Integration (OPNAV N5) to perform a global assessment and review of recommend individual homeport, homebase, and hub shifts over the next decade. You will recommend mitigations for any impacts caused by operational, support, and readiness factors, including submission of input to the PPBE process. You will recommend solutions to any infrastructure, logistical, or readiness impediments that impact the execution of the Navy’s Strategic Laydown Plan. You will analyze management information requirements and develop procedures and systems for assessing the effectiveness of program/management processes. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyze management information requirements and develop procedures and systems for assessing the effectiveness of program/management processes; 2) Identify and recommend requirements and deficiencies in the Navy's Strategic Laydown plan for inclusion in the programming process; 3) Recommend mitigations for any impacts caused by operational, support, and readiness factors, including submission of input to the PPBE (Planning, Programming, Budgeting and Execution) process; and 4) Recommend solutions to any infrastructure, logistical, or readiness impediments that impact the execution of the Navy's Strategic Laydown Plan.
