Program Analyst

Summary As a Program Analyst you will serve variety of program support to the organization in areas that may include budget, administrative support, business and program planning, contract administration, and information management. This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR). We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Provide program support through the performance of project functions such as, but not limited to, budget and fiscal analysis and execution, strategic and tactical planning, contract administration, and information management. Develop, gather, analyze and evaluate utility plant data such as natural gas, electricity, water, steam production and consumption. Identify discrepancies between internal plant data, GSA databases, and utility invoices. Report on Heating Operation and Transmission Division (HOTD) financial data to support the development of long-range budget, organizational, operational, and program requirements. Advise executive level management on utility metering infrastructure, software, hardware, infrastructure modernization projects and HOTD financial data recommending future rate changes and supporting the assessment of program effectiveness and efficiency. Perform complex, comprehensive management studies, initiatives, or data-gathering efforts pertaining to diverse program areas to measure, evaluate and analyze program efficiency and to identify problem areas impacting program direction, execution and operations. The environment involves risks or discomforts that require normal safety precautions typical of such places as offices, meeting, and training rooms. However, the office is located in a building that houses a Utility Plant with heavy duty pressurized equipment for which wearing appropriate personal protective equipment is required when employee ventures into the main Plant. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as administering and executing heating and cooling utility infrastructure programs, projects, initiatives and functions such as providing program advice and guidance, energy contract administration, cost savings improvement and ensuring environmental sustainability. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
