Program Analyst
Summary This position is part of the NNSA - Deputy Under Secretary for Counterterrorism and Counterproliferation, Department of Energy. A successful candidate in this position will serve as a DOE/NNSA liaison to the DOD, providing effective interface, cooperation, and coordination of policy, programs, or issues related to radiological/nuclear terrorism, or other activities applicable to U.S. national security. Responsibilities As a Program Analyst you will: Serve as NNSA liaison to HQ JSOC, representing NNSA and advocating NNSA positions, developing and implementing policy and programs, and/or advising about U.S. national security activities, services, and analysis. Design, conduct studies, and advise the Commander, JSOC and HQ JSOC staff, and interagency representatives on mission areas related to DOE/NNSA equities within the JSOC area of responsibility. Provide strategic, specialized expertise and analysis to the JSOC Commander and staff to assist their planning and decision-making processes. Plan and coordinate projects improving JSOC's and DOE/NNSA' mutual awareness, understanding, and response capabilities to topics of mutual concern, by facilitating the sharing of information and subject-matter expertise Advise the Commander, JSOC and HQ JSOC staff about pertinent DOE/NNSA mission, capabilities, planning, technical insights, recommendations, initiatives, related to DOE/NNSA's areas of interest. Work with JSOC and DOE/NNSA when dealing with terrorism, nuclear proliferation, or other activities threatening U.S. national or economic security, including the analysis and dissemination. Provide technical advice to JSOC staff concerning DOE/NNSA policies, strategies, programs, and projects, ensuring consistency with DOE/NNSA national security missions. Exercise delegated authority, including commitment authority on selected issues, as major presenter, representative, or planner in symposia, training conferences, and other events within JSOC's mission area that address major issues and concerns to DOD and DOE/NNSA. Qualifications A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03 (GS-13 equivalent). Specialized experience for this position is defined as serving as an authoritative management advisor on management of energy security, nonproliferation, material security, counterterrorism, counterproliferation, incident response capabilities, and U.S. participation in cooperative agreements. Examples of Qualified Experience that May Be Qualifying: Experience with developing and implementing policy and programs. Experience with designing and conducting studies. Experience with analyzing issues regarding terrorism, nuclear proliferation, or other activities threatening U.S. national or economic security. Experience with planning training conferences and events designed to address major issues and concerns within an organization.
