Program Analyst
Overview This is a full-time position with Highlight Technologies to support USAID’s Bureau for Planning, Learning and Resource Management, Office of Development Cooperation, which leads the Agency’s engagement with key bilateral donors, multilateral organizations, and philanthropic partners to pursue policy alignment, mobilize collective action including resource commitments, address crises, and deepen the Agency’s development and humanitarian impact. The incumbent will be responsible for supporting USAID efforts to advance the global development priorities of the U.S. Government on the international stage, with a particular emphasis on multilateral diplomacy. The incumbent will analyze and track development policy issues; develop and implement strategic approaches to advancing USAID policy priorities; build relationships with international partners; provide guidance to Agency leadership on development and multilateral issues; participate in high-level meetings; and support other emerging priorities as required. This position will interface directly with Agency and interagency leadership. Strong writing and presentation skills are required. Responsibilities • Draft briefing papers, talking points, and other materials for Agency leadership, often under very tight deadlines. • Prepare Agency leadership for participation in international meetings and/or negotiations. • Build and maintain Agency relationships with international partners, including multilateral organizations focused on development and humanitarian assistance. • Build relationships and maintain routine communication with interagency colleagues, including those from the Departments of State and the National Security Council, on issues related to diplomatic engagement and multilateral affairs. • Engage in strategic planning efforts, including through developing engagement strategies for specific partners or groups of partners. • Collect and analyze information on United Nations (UN) policies and activities as related to development and humanitarian assistance. • Draft meeting notes, correspondence, reports, summaries, and other documents. • Plan and organize USAID’s participation in international events, such as UN conferences and Executive Board meetings. • Review and analyze data on international aid and development and humanitarian assistance. • Support knowledge management on multilateral affairs. • Collect and respond to requests for information. • Develop standard operating procedures. • Other duties and special activities as assigned Qualifications • Master’s degree and 4 years, bachelor’s and 6 years, Associate’s and 8 years, or High School and 10 years of professional experience. • US citizenship or US permanent residency with the ability to obtain and maintain secret clearance is required. • Background in international development. • Strong oral and written communications skills. • Experienced with drafting and editing a wide variety of written products, including briefing memos, strategy papers, discussion notes, etc. • Demonstrated skills in strategic thinking and qualitative analysis. • Highly motivated with an acute attention to detail and the ability to multitask and prioritize competing demands. • Ability to work independently to deliver high-quality work products. • Experience with multilateral organizations preferred.
