Program Analyst
Summary The incumbent serves as a Program Analyst, providing program and project management support to assigned NNSA facility operation and modernization activities to deliver infrastructure requirements in support of a revitalized enterprise and mission objectives. The incumbent provides administrative support, technical advice, and direction of infrastructure programs at NNAS's sites. Responsibilities As a Program Analyst, you will: Communicate activities occurring both at the site and within headquarters, sharing lessons-learned across the enterprise, and coordinating issue resolution with the Program Managers. Responsible for researching and leading implementation of new or improved management practices for application across programs; recommending changes or improvements in organization, program integration. Understand program requirements, evaluating gaps between current asset condition and program required capability, and recommending prioritized actions to close the gap. Work and communicate in an effective and timely manner within the organization and with other stakeholders and resolves conflicts at the lowest possible level. Builds and maintains effective internal and external working relationships that demonstrate the ability to be flexible and adaptable, facilitating win-win situations and the open exchange of ideas and opinions. Effectively leverages relationships to foster support for the accomplishment of organizational goals and objectives. As assigned, pro-actively participates in cross-functional teams to solve complex organizational problems. Review and analyze cost and schedule performance reports, baseline change requests, infrastructure failures/risks events, and other related infrastructure modernization information and documenting trends, issues, and recommendations for corrective actions. Provide analysis, advice, guidance, and lessons learned on the implementation of requirements, establishment of priorities and schedules, negotiation of data exchanges and standardization, evaluation of alternative approaches and significant modifications, and initiation of new or corrective actions as required. Plan and prioritize many projects across program and develop products to communicate to diverse audiences in understandable terms to achieve office mission goals. This includes providing relevant infrastructure policies/procedures and program/project management processes/tools related to program execution. Support program managers' success in formulation and execution of infrastructure budget guidance and the planning, prioritization, execution, and coordination of infrastructure funding activities at the sites. Develop recommendations and guidance for the management and execution of infrastructure program activities in compliance with direction, policies and Orders; federal, state, and local laws and regulations; and national and international consensus standards. Qualifications Specialized Experience: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Experience providing program and project management support to facility modernization activities to deliver requirements that efficiently and safely revitalize the enterprise and meet mission objectives. Experience developing options to reduce the cost of achieving modernization goals through the identification and analysis of alternative risks, scope, schedule, and costs. Experience analyzing and evaluating project performance data (on a quantitative or qualitative bases); researching and leading implementation of new or improved management practices for application across programs or operations; developing new or modified program execution goals and objectives; recommending changes or improvements in organization, program integration. Experience providing administrative and technical support and program oversight of sophisticated and technologically advanced infrastructure programs "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
