Program Analyst
Summary VBA's Office of Human Capital Services (HCS) provides world class customer service to the public and VBA employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management. HCS Executives and Managers execute priorities that unify strategies to acquire, develop, sustain, and transition talent. This position serves as the Program Analyst for Training Administration and Consulting (TAC) Division within HCS. Responsibilities Specific duties include: Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of training programs or operations in meeting established goals and objectives. Monitors, coordinates, and communicates TAC and Virtual In-Person Progression (VIP) Training Program's strategic objectives, priorities and goals. Serves as a business line liaison to develop and foster relationships for continuous, successful collaboration and communication with VBA Central Office, Service lines, and Regional Office leadership, stakeholders and employees regarding VIP nationwide training programs. Collects, analyzes, and utilizes data modeling and feedback to identify emerging requirements, areas to provide administrative support, and opportunities to improve and strengthen relationships. Proactively solves conflicts and addresses issues that could occur between the business and the other entity. Promptly responds to incidents and other events as necessary. Identifies and collects necessary data, assembles and assesses information gathered; utilizes data analysis to make decisions and formulate findings. Develops metrics and establishes benchmarks for assigned tasks. Collects and measures data based on many variables related to TAC/VIP/VBA goals. Assembles VIP training program employee performance data and provides analysis of trends and projections. Removes or corrects invalid data in the datasets. Uses historical and current data to develop trend analysis and identify possible problem areas and to validate that VIP training programs are performing as expected or users are properly entering required data. Develops cost estimates and Plans of Action and Milestones (POA&M). Evaluates strategic planning and program execution efforts. Creates graphical representations of data to show trends and effectively communicate findings to others. Tracks and reports on cost, schedule, and performance on Task Order program, projects and initiatives in which responsible. Executes and enforces compliance with rigorous internal Project Management controls. Performs other duties as assigned. Current/Former Federal employees: If applying as a status candidate with current or former federal Service, you must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are/were in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Experience in collecting data using quantitative and qualitative techniques analyzing, evaluating, and measuring the effectiveness and efficiency of organizational operations, designing and conducting comprehensive analytical evaluative studies and reviews, and developing position papers and technical reports to define findings and make recommendations for improving programs and performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some travel to meet with contractors and sponsors/clients is required. Travel can be intensive (i.e., several trips per month) and extensive (i.e., extended periods away from home up to two weeks).
