There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential.
Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.
The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready For Start-up (RFSU) target of July 2026.
Main Duties and Responsibilities:
Project Phase
Direct interface with New Operations team recruits in UPIK and OLEUM training facilities along with Site coaching and trainee assessment on Total Operated sites. Key focus is Production Trainee Hands-on training programs – (realized activities in day-to-day operations)Participate OTS reviews with contractor for FOPS team – focus on creation of Reflex Cards for CCR Operators Participate closely with CCR Operator training and assessments. Formalize CCR assessment related to SITE practical requirements.Develop Production positions Job Descriptions (Prod Supv, Prod CCR, Prod Oper, Remote Pad Oper)Develop Production operational task lists – Electronic format input (Operator Rounds, LO/LC register, Preventive MTN level 1 activities, Production SIMOPS Tasks, Operational Safety Test – Well Integrity, etc)Provide support for Production Operations teams tools and equipment specifications to include HSE required equipment.Provide support for e-PTW operational and safety inputs based on CR and operational experience.Participate in SIMOPS workshops providing operational inputs.Participate in P&ID and C&E charts reviews and mark-ups. Lead development of production operational procedures with particular attention to HAZOP actions. (Start-up Operations, Normal Operations, Normal Shutdown, Emergency Shutdown and Restart – particular focus on useful Reflex Cards) Validates and approves Level 4 Technical ProceduresPromotes a work culture that is pro-active in its approach towards safety of personnel and property.Assist with development of HSE FOPS Site related procedures and instructions.Participate in HAZOP Production Operations closeout actions.Participate in Project Reviews and closeout of Production actions.Participate in SAT for equipment and packagesParticipate in the FOPS OPEX budget inputs related to Operations. Lead production team assisting the commissioning teams.Substitute for the Operations Lead in his/her absences.Operational Phase
Acts as the Operating Authority of production sites once packages have been HO – Company PTW applies.Acts as RSES(d) Deputy when RSES is offsite leading emergency response efforts.Manage and lead the Team of Field Operators and Control Room operators.Anticipate, Plan and organize with supervisors all Field Operators and Control Room operators’ activities in accordance with operational and HSE goalsEnsure the Site HSE Dossier is updated properly related to production activities (Safety valve test, ESD test WIT, etc)Participates in Emergency Response Team as per Job TicketEnsure proper follow-up of all short / long term isolations, inhibitions and overrides with dedicated risk assessment.Participate in Job Risk Analysis, CTA’s, internal and external audits (ISO14001, MAESTRO, OPERSAFE, etc)Prepare and supervise in person delicate and / or Risky Production Operations identified in RA’s.Validates all process & electrical isolation certificates and ensure implementation and recording.Leader of the First-Line Maintenance including implementation and follow-up by OperatorsPrioritize maintenance interventions in line with Production ObjectivesFollow up with Production Supervisor the chemical injection program. Provides accurate daily production reports, validating production figures and any relates short falls.Contribute to operational feedback on production related issues and contribute to troubleshooting.Carries out regular site visits performing PTW and Production Procedure Audits on Site
Team leadership
Supervise closely the activities of Supervisors.Supervise and evaluate personnel in FOPS Production team, contribute to improve their skills and know-how. Candidate ProfileQualifications & Experience:
Bachelor's degree or equivalent in engineering (i.e. Petroleum, industrial, mechanical) or degree in industrial chemistry.Minimum 8-10 years practical experience in the field of Production Operations, Commissioning, Startup onshore or offshore sites - Experience as Production Superintendent or Supervisor is a minimum requirement. Key knowledge of the company’s’ Rules, General Specifications and Guide Manuals with focus on Operations and HSE topics. Strong technical background in production operations.
