Procurement and Subcontracts Manager for USAID Resilient Cities Limpopo Program

The USAID-funded Resilient Cities Limpopo Program, implemented by Tetra Tech ARD, is currently accepting expressions of interest for a Procurement and Subcontracts Manager. This position will be based in the main office in Pretoria, South Africa.

 

Position Description:  The program aims to increase urban residents' access to safe and reliable water, sanitation, and solid waste services in the Limpopo River Basin region of Southern Africa, including parts of Botswana, Mozambique, and South Africa. Tetra Tech will partner with local governments and other stakeholders to strengthen municipal governance, enhance public service delivery, and develop sustainable, climate-resilient solutions.

 

Working under the direction of the Deputy Chief of Party – Operations, the Procurement and Subcontracts Manager will be responsible for the overall procurement and subcontracting processes. They will ensure compliance with Tetra Tech and USAID policies and procedures, monitoring the procurement of goods and services throughout the procurement cycle. They will ensure the obtainment of adequate competition for procurement, provide regular procurement mentoring to project staff to support project implementation, and coordinate with Tetra Tech Head Office on all subcontracts and purchases.

 

Responsibilities:

It is anticipated the Procurement and Subcontracts Manager will conduct the following tasks in addition to any other responsibilities assigned by the Deputy Chief of Party – Operations:

* Understand the Tetra Tech Local Procurement Manual and Local Subcontracting Handbook.

* Direct and oversee all stages of procurement for goods and services, from initiating procurement actions to contracts closeouts.

* Ensure that all purchases of goods, commercial services and subcontracting are carried out and compliant with USAID regulations (FAR, CFR, AIDAR, etc.) and Tetra Tech processes and procedures.

* Maintain and train staff on updated program’s policies, procedures, and guidelines related to acquisitions.

* Lead and/or oversee procurement processes including drafting/reviewing request for proposals and request for quotations, conducting bid analyses and evaluations, drafting Negotiation Memoranda, drafting subcontracts and services agreements and issuing Purchase Orders, and ensuring payments after goods or subcontract deliverables have been received to satisfaction.

* Ensure procurement and subcontracting records are maintained in accordance with Tetra Tech systems.

* Manage subcontracts and agreements, ensuring compliance with terms and conditions.

Minimum Qualifications Required:

* Minimum bachelor’s degree in relevant field such as business administration, public administration, finance or another related field.

* Minimum of 3 years’ experience in finances or project management. Experience working in a similar position for a USAID contractor is highly preferred.

* Experience in contracting for construction is a plus.

* Proficiency in Microsoft Office applications; experience with Salesforce desirable.

* Strong familiarity with USAID rules and regulations with regards to procurement and subcontracting management.

* Excellent communication and teamwork skills with demonstrated experience working collaboratively in a multidisciplinary and multicultural environment.

* Ability to work independently and as part of a team and exercise discretion with sensitive information.

* Strong attention to detail and organizational skills.

* Possession of a valid driver’s license desirable.

* Fluency in English (written and oral). Fluency in Portuguese would be beneficial.

* Current authorization to work in South Africa is required at the time of application.
