Position Summary The Public Safety Service Area's Procurement Analyst performs administrative, program, policy, legislative, and financial analyses through professional analytical and financial assignments and provides complex analytical support of bureau programs, goals and objectives through preparing analytical, statistical, and operational reports. This position supports the Financial Operations program by providing status and monitoring reports, drafting proposed contracts and ordinances, tracking contract expenditures, conducting data analysis, creating and evaluating bureau purchases, and many other tasks in support of internal procurement processes utilizing principles, concepts, and practices applicable to one or more fields of public administration and management. This positions exercises discretion and independence in applying analytical techniques and developing recommendations and is responsible for performing more difficult and varied analytical assignments than other staff in the unit. As a Procurement Analyst, you will: + Plan, research, and draft proposed contracts and track existing contract expenditures. + Develop and research solicitations for purchases of all sizes including collecting quotes for goods and services, drafting invitations to bid, and creating requests for proposals. + Negotiate contract terms and conditions with stakeholders. + Monitor contract budgets and make recommendations for adjustments as necessary. + Collaborate with division managers to develop meaningful contract performance measures. + Analyze the financial impacts of contracts on budgets and draft fiscal impact statements for ordinances. + Track contract execution through several offices including, but not limited to OMF, City Attorney, Mayor, City Auditor, Chief Procurement Officer, and City Council. + Coordinate and oversee purchases with project managers and Procurement Services. + Provide evaluation and analysis of potential contractors and organize and oversee evaluation committees. + Lead in the development, creation, and issuance of purchase orders to contractors ensuring that cost accounts are properly assigned and in line with budget planning. + Produce reporting on organization procurement/equity efforts and analyze information from these reports to recommend and implement process improvements to leadership. + Lead teammates to identify year end closing issues, including using requisition and purchase order year end reports in SAP, conversation with bureau project managers. + Provide training, problem-solving, advice, support, and guidance to bureau staff in areas of procurement. Ideal candidates will have the ability to independently analyze and identify complex, administrative, operational, economic, financial, budgetary, and organizational issues and provide sound recommendations. A successful candidate will have at least two years of professional experience in the areas of finance, business, fiscal analysis, contracting, procurement, or public administration.
