Process Safety Specialist

Overview

Process Safety Management is a “disciplined framework for managing the integrity of operating systems and processes that handle hazardous substances,” and the goal is to prevent the unexpected releases of toxic, reactive, or flammable liquids and gases or energy in processes involving highly hazardous chemicals to prevent structural failure or loss of stability that could lead to a major incident. 

During operation, the emphasis is on procedural safety to ensure that people are competent to do the work, procedures are complied with, and appropriate precautions are in place for work on the plant.

Process Safety Management is complex and requires a multidimensional approach that blends technology and management solutions.

PSM Specialist role

PSM specialist:

Is a person that oversees and coordinates the PSM program across the organization.Should ensure that the PSM elements are implemented, monitored, and reviewed according to the regulatory and industry requirements.Should also facilitate the communication and collaboration among the different stakeholders, such as management, engineers, operators, contractors, suppliers, regulators, and community.Should also identify and track the performance indicators, corrective actions, and improvement opportunities for PSM.

REQUIRED COMPETENCIES

Degree in Chemical Engineering, Process Engineering, Industrial safety engineering, or similar.Preferred qualification of Process Safety and Loss PreventionManufacturing experience in ChlorAlkali or other chlorine derivative processes.Minimum of 8 years of direct experience in process safety or experience within a PSM facility with highly hazardous chemical management.In-depth knowledge of the 14 elements of Process Safety Management and relevant regulatory requirements (e.g., OSHA's Process Safety Standard 29 CFR 1910.119).Strong leadership and project management skills with a proven track record of successfully leading cross-functional teams.Excellent analytical and problem-solving abilities, with a keen attention to detail.Effective communication and interpersonal skills, capable of collaborating with diverse stakeholders.Experience in conducting process hazard analyses (PHA) and incident investigationsQRA - Quantitative Risk AssessmentHAZID - Hazard identificationDSEAR - Dangerous substance and explosive atmosphere regulationWorking knowledge in work processes like management of change (MOC), Hazard and effect management process (HEMP), Safety Instrumented Functions (SIF), Cause and Effect diagrams, Emergency response (ER) and alarm management.

Responsibilities

Ownership of all 14 elements of PSM as outlined by regulatory agencies, including but not limited to process hazard analysis, mechanical integrity, emergency planning and response, and incident investigation. Facilitate cross-functional teams to develop, implement, and maintain robust process safety programs. Collaborate with various departments, including Operations, Engineering, Maintenance, Projects, and Technology groups, to ensure seamless integration of process safety initiatives. Conduct thorough risk assessments to identify potential hazards and vulnerabilities within the manufacturing processes. Facilitate the development and implementation of strategies to effectively mitigate and manage identified risks. Owner of facility PHAs. Organize and facilitate PHA studies, ensuring the identification, assessment, and control of process hazards. Review and update PHAs regularly to reflect changes in processes, equipment, and technology through the Management of Change process. Develop and implement operating procedures on how to safely proceed with the activities and tasks involved in the process. Operating procedures should be aligned with PSM and address the steps for each operating phase, operating limits, safety and health considerations, and safety systems and their functions. Conduct refresher training at least every 3 years, or more often if necessary.Develop and maintain comprehensive Emergency Control and Contingency plans. Conduct regular drills and exercises to ensure that the emergency response team is adequately prepared to handle potential incidents. Manage investigations into process safety incidents, near misses, and breaches to determine root causes and implement corrective and preventative actions. Ensure timely reporting and documentation of incidents in compliance with regulatory requirements. Develop and deliver process safety training programs for employees at all levels. Promote a culture of safety awareness and compliance throughout the organization.Monitor facility process safety performance leading indicators and KPIs. Report to leadership monthly. Provide approval for new process designs and plant modifications from a process safety perspective.Lead, participate and organize asset related SHE risk assessment workshops and studies, including HAZOPs, HAZIDs, LOPAs reviews, pre startup safety reviews (PSSR), ATEX assessment, QRAs, etc.Work across the site to improve asset related Process Safety Management requirements and initiatives.Conduct regular audits and assessments to ensure compliance with regulatory standards and internal process safety policies. Work closely with regulatory agencies during inspections and audits. Identify opportunities for enhancing process safety systems and practices. Implement best practices and drive continuous improvement initiatives to strengthen the facility's overall safety performance. Provide expertise and support to project teams regarding process safety considerations during FEL scope development and project execution. MOC reviewer for all process safety related/consideration department MOCs.Responsible for planning, driving and supporting the implementation of new or changed standards, guidelines and tooling and supporting colleagues at sites in the translation of standards.Appointed MHI 3(1) Responsible person for the site and facilities. This person must be a competent person with required expertise on major hazard installation, workplace health and safety and the environment to take control of implementation and complying to the MHI Regulations.Ensure that all MHI regulations are adhered to, including periodic reviews of existing MHI Risk assessments and compliance to the recommendations out of these.Facilitate the external PS audit, draw up the corrective action plan and load onto the non-conformance system.Cultivate a safe working environment and streamline compliance with our EHS solutions.
