Essential Functions
Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Is capable of performing all duties of a Data Analyst I and provides team support and training, as needed.
Develops and documents standard operating procedures. Helps develop and maintain knowledge based content, self-service tools and content management websites. Writes detailed, universally understood procedures for permanent records and for use in training. Identifies user, operational and business requirements to develop or modify systems.
Acts as the department's subject matter expert for key operational systems. Provides advice on resolving various system problems. Assists and/or performs end-user testing for accuracy and comprehension using established testing scripts. Works collaboratively with the IT department to resolve technical issues and perform system maintenance. Helps train end users on new and upgraded applications. Performs advanced administrative tasks using various systems and reports.
Conducts detailed analyses of specific public works functions as assigned. Provides edit lists and reports to team members or supervisors for data correction and cleansing recommendations. Assists department with the development of reports and analysis from financial and operational systems. Runs established data export and import processes. Catalogs and creates documentation for analytical tools.
Assists in creating department best practices, reports, strategic plans and project schedules for knowledge management and documentation projects. Provides analytical support for special projects and assignments as required for immediate and short-term objectives. Establishes positive working relationships with people at all levels of the organization, with a focus on end users of operating applications.

Requirements
Required Knowledge, Experience, And Training
+ Bachelor's degree in business, accounting, economics, communications or a related field and
+ 2 years of experience in office administration, customer service, technical writing, data analysis, or an equivalent combination of education and/or experience.
Knowledge of:
+ general office practices and procedures;
+ business analysis principles;
+ research and report writing; and
+ computer usage including related software.
Ability to:
+ research, analyze and recommend solutions for different business challenges;
+ write technical content tailored to different audiences;
+ independently investigate and resolve assigned problems;
+ determine data requirements to organize and compile information from various sources into a concise reporting format;
+ communicate effectively in the English language at a level necessary for efficient job performance; and
+ perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Preferred Knowledge, Experience, And Training
+ 3 years of experience documenting and analyzing business processes.
+ Entry Certificate in Business Analysis (ECBA) certification from the International Institute of Business Analysis.
