The Hampton Roads Connector Partners JV (HRCP) consisting of Dragados, VINCI, and Flatiron has been selected to construct the $3.3bn Design Build project –the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT). The project scope across a 9 mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45’ diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the end of 2025.

Hampton Roads Connector Partners is seeking a skilled and experienced Precast Specialist to join our dynamic team. The ideal candidate will be responsible for conducting all inspection activities ensuring that our products meet or exceed industry standards and specifications. This role is crucial in maintaining our reputation for quality and reliability in the precast concrete industry.

What you will be doing Conduct comprehensive inspections of precast concrete components at various stages of production, including pre-pour, post-pour, and final product stages.Witness concrete repairs and document them to ensure adherence to approved repair procedures.Perform routine and non-routine tests on precast concrete products, including but not limited to sampling cylinders, fresh properties, compressive strength, and any other required tests.Interpret test results and compare them against established standards and specifications to ensure compliance.Implement and oversee testing protocols, ensuring compliance with PCI (Precast/Prestressed Concrete Institute) standards, ASTM standards, and any other relevant industry regulations.Coordinate with supervisors and operations to address and resolve any quality issues identified during inspections.Develop and maintain inspection documentation, including Inspector Daily Reports (IDRs), within 24 hours, providing detailed feedback and recommendations for quality improvement to supervisors.Document repairs in IDRs to close deficiencies (WDNs) and non-conformities (NCRs), ensuring the inclusion of WDN/NCR numbers for traceability purposes. Collaborate with supervisors to review and monitor open WDNs and NCRs to ensure timely resolution and closure.Ensure that testing equipment is calibrated and up-to-date to provide accurate and reliable test results.Stay abreast of industry developments, standards updates, and best practices in precast concrete inspection and testing.

What we are looking for Minimum of 3 years of experience in quality control within the precast concrete industry.In-depth knowledge of precast concrete manufacturing processes, quality control techniques, and industry standards (ASTM, ACI, PCI).ACI Concrete Field Testing Technician Grade IStrong relationship-building and communication skills (verbal and written).Proficient in the use of office software, including MS Office.Proven capacity to work effectively under pressure and meet tight deadlines.Ability to read, analyze, and interpret standards and contract specific plans and specifications while defining problems, collect data, establish facts and draw valid conclusions.Strong comprehension working with mathematical concepts such as probability and statistics, and fundamentals geometry and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.Experience overseeing precast yard operations highly preferred.Safety Trained Supervisor (STS) certification preferredCertification in precast concrete production (Eg.
