Pre-Trip Notification System (PTNS) Coordinator

Position Overview
The Pre-Trip Notification System (PTNS) Coordinator plays a vital role in supporting the U.S. Government's fisheries management efforts by monitoring and managing fisheries-dependent data collected aboard commercial fishing trips. This position involves the maintenance and monitoring of the PTNS, a dynamic web-based tool used to select trips across multiple fisheries and assign observer coverage. The PTNS Coordinator is responsible for providing comprehensive support to various stakeholders, including NOAA staff, industry professionals, and observer service provider companies, ensuring the system's continuous operation and compliance with regulatory requirements.

Key Responsibilities

Trip Support and Notifications:

Provide phone and email support for trip notifications, including data entry of trips as necessary. Respond to inquiries from industry stakeholders, providers, and internal teams in a professional and timely manner.

Database Maintenance and System Monitoring:

Assist with routine database maintenance tasks, ensuring data integrity and system reliability. Monitor the PTNS website and system performance, addressing any issues promptly. Maintain and update PTNS documentation, instructional materials, and troubleshooting guides regularly.

Training and Outreach:

Assist in training providers, industry representatives, and other users on PTNS protocols and functions. Participate in outreach efforts related to PTNS and Electronic Monitoring (EM) as requested.

Data Management and Analysis:

Query PTNS, OBDBS, and other commercial fishing databases as needed for data summaries and analysis. Edit NEFOP observer and/or ASM data, ensuring accuracy and compliance with protocols for all observed fisheries. Assist with viewing, editing, and analyzing EM data as required.

Compliance and Reporting:

Monitor vessel compliance with PTNS requirements, providing regular updates to NOAA staff and stakeholders. Create and submit monthly progress reports detailing accomplishments, challenges, and recommendations. Document and communicate findings related to vessel compliance and any refusals to the Office of Law Enforcement (OLE).

Field Work and Special Assignments:

Deploy on shadow trips, trip trainer trips, and probation/priority (Data Quality) trips as needed. Participate in research cruises aboard NOAA vessels and attend PDT meetings to stay informed of regulatory changes. Be available for periodic overtime and on-call assignments, including weekends and after-hours work.

Requirements

At least one (1) year of relevant experience in a related field. Strong leadership, decision-making, and conflict resolution skills. Proficiency in Oracle database systems (11g and 12c). Experience with IT systems and project management tools such as Agile and JIRA. Familiarity with fisheries management and monitoring practices. Must be capable of participating in research cruises and on-call duties, including potential overtime and weekend work.

Must be a US Citizen or Permanent Resident who has lived in the United States at least 3 out of the last 5 years and be able to pass a background investigation to obtain a security badge to access applicable government facilities and systems.

Desired

Experience in marine fisheries information programs or science-based programs Proficiency in statistical programming languages such as R Strong verbal and written communication skills Demonstrated ability to work with diverse interagency teams and handle multiple projects simultaneously

Certifications and Credentials Required

First Aid CPR AED (Red Heart Association or equivalent) Valid Driver’s License NOAA Marine Safety Instructor Training (MSIT) Certification NOAA Safety I, II, and/or III Advanced Observer Marine Safety Training NSC Defensive Driving Course Bloodborne Pathogens Training

Education
BS in related sciences or equivalent

Location
Work will be hybrid schedule based East Falmouth, MA with some U.S./domestic travel as required.
