The Police Sergeant supervises police officers on his assigned watch. Supervision is from a police official of a higher level, i.e., Police Lieutenant and/or Police Captain. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience. The maximum substitution allowed is 60 semester hours which substitutes for two years of experience. NECESSARY SPECIAL REQUIREMENTS: Applicants must be at least 18 years of age. Possession of a current Louisiana driver's license. Possession of an active Peace Officer Standards and Training (POST) certification may be required. An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted. Job Concepts FUNCTION OF WORK: To oversee a full range of police services on an assigned shift with primary emphasis on the enforcement of laws, investigation of crimes and accidents, and providing emergency services and crime prevention programs. LEVEL OF WORK: Supervisor. SUPERVISION RECEIVED: General from a higher-level police official. Other reporting relationships may be approved by SCS. SUPERVISION EXERCISED: Direct over Police Officers 1, 2 and 3. LOCATION OF WORK: Statewide. JOB DISTINCTIONS: Differs from Police Officer 3 by the presence of direct supervisory responsibilities. Differs from Police Lieutenant by the absence of second-line supervisory responsibilities or by serving as shift supervisor in a large university police department. Examples of Work The Orleans Levee District jurisdictional area falls under the Southeast Louisiana Flood Protection Authority-East (SLFPA-E). It includes Jefferson Parish, New Orleans and St. Bernard parishes on the East Bank. Specific duties include, but are not limited to, the following: 80% - Law Enforcement + Protects life and property, emphasizing law enforcement, crime prevention, crime and accident investigation and arranging emergency services. Incumbents patrol an assigned area on foot or in a vehicle to detect and prevent crime. + Inspects and reports on the condition of 192 miles of earthen levees and floodwalls, 1400 acres of levee turf maintenance area, 200 land-based floodgates and 6 navigational floodgates, 3 permanent canal closures and pumps, and various valves along the levee system. + Responds to complaints/requests for law enforcement assistance. Investigate disturbances, suspicious activities, and crimes. Intervenes in situations, using force to restore order, prevent interference with normal operations, or protect life and property. Empowered to make arrests if necessary. Interviews witnesses; identifies, collects and preserves evidence. Transports offenders to Central Lockup or turns them over to the appropriate authority. Completes all related reports regarding incidents. + Directly supervises Police Officers 2 and 3 and, in the absence of the Lieutenant (watch commander), acts in the capacity of the Lieutenant, providing supervision for the assigned subordinates of the watch until the Lieutenant returns to duty. + Assigns patrol duties to Police Officers 2 and 3 and completes all records and reports related to law enforcement activities for the shift, including activity sheets, radio logs, time and attendance reports, daily folder checklist reports, accident reports, etc., and provides to Police Lieutenant for review. + Approve time cards and leave requests for Police Officers 2 and 3. + Plans oversees and evaluates subordinates' performance and submits it to the Police Lieutenant for review. Counsels employees regarding deficiencies or problem areas and suggests ways to improve. + Answers phone and logs calls. Logs out hand radio units. Dispatches officers to sites of reported crimes, accidents or disputes. In the event of injuries, arrange for appropriate medical emergency response. + Inspects assigned vehicles and equipment regularly to ensure that items are in proper working order. Reports any malfunctioning equipment or vehicle. + Renders emergency first aid if necessary and calls for ambulance, fire department or any other needed support when necessary. + Works special assignments involving large crowd control operations, surveillance activities, and matters involving selective enforcement activities. + Provides security to visiting dignitaries. + Provides complex law enforcement services involving criminal investigations, collection of evidence, arrests, and testimony in court cases. • Provides traffic enforcement, issuing citations for traffic or parking violations. Enforces motor vehicle laws and conducts motor vehicle accident investigations. Enforces DUI/DWI statutes. Administers breathalyzer and field sobriety tests. + Testifies in court regarding issued citations or handled situations. Sets up roadblocks or barricades when roadways require closing due to inclement weather, special events, criminal investigations, or other events. Directs traffic. + Issues citations and summons for violations of statutes. + Patrol areas adjacent to the SLFPA-E or other areas of Jefferson and Orleans Parish as requested. Responds to calls in the area and assists Jefferson Parish Sheriff’s Office and NOPD already on the scene. + As requested, provides assistance to other law enforcement entities, including the Jefferson Parish Sheriff's Department, the Department of Wildlife and Fisheries, the FBI, the Secret Service, the DEA, the US Coast Guard, the US Customs Department, and the Department of immigration and Naturalization. When requested, assists other law enforcement departments in detaining aircraft arriving at the New Orleans Lakefront Airport. 20% - Administrative and Training + Handles complaints regarding subordinates, relaying information to supervisory personnel for review and determination of action to be taken. + Attends classes and training sessions to maintain law enforcement skills, learn new techniques, remain up-to-date on laws affecting work, and other matters deemed appropriate or beneficial. + Attends in-service training to maintain minimum POST requirements. Training includes but is not limited to, firearms training, first aid, PR 24 baton training, proper police equipment usage, and any further training that the department believes will enhance the officer's ability to perform his/her duties. Must complete the CPRA "Certified Levee Inspector" training program. + Escorts SLFPA-E staff, trucks, and equipment to other parishes requiring assistance with flood protection or levee repair/reinforcement. Provides security for SLFPA-E’s emergency repair/maintenance and repair crews during hurricanes or other events that could lead to flooding. Ensures that only authorized individuals have access to such areas + Performs other duties as required and assigned. NOTE: During emergency events (hurricanes, high water events, etc.) incumbents may be required to report for, and remain on duty for the duration of the event or until released by the appropriate authority. Physical Demands: Incumbents must be able to safely and efficiently operate all police equipment and vehicles. In addition, they must be able to lift, throw and place 40-50-pound sandbags during emergency and disaster events. Other Requirements: Incumbents must be assessed by a clinical psychologist as being suited for law enforcement duties. Incumbents must possess and maintain a valid driver's license and must be able to acquire and maintain a police commission from the Louisiana Department of Public Safety. Incumbents must be POST certified (completed all requirements under law as prescribed by the Police Officer Standards of Training) by the end of the probationary period.
