POLICE OFFICER (TRAINER)

The primary purpose of this position is to coordinate, implement, and provide training for security forces at an installation. To enforce law, maintain law and order, preserve the peace, and protect life and civil rights within the jurisdiction of the military installation. Responsibilities Serves as the focal point for the security forces training program, coordinating and implementing all training activities for the unit. Conducts training classes for security forces personnel. Prepares lesson plans and teaches formal or informal training courses for personnel in various Security Forces functional activities in accordance with AFI 36-2646. Develops and monitors the accomplishment of security forces training plans and obtains and develops training aids and materials. Performs and enforces the full range of police officer duties within the military installation. Attends, arranges, and conducts meetings, briefings, and workshops and performs other duties related to security forces training. This position will support the Federal Government's response to efforts to COVID-19. Requirements Conditions of Employment Qualifications Continued from Conditions of Employment: Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g. Employing "Active Shooter" response tactics and techniques as a member of a small team is required). KEY- The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Police Series 0083. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes knowledge of the full range of security forces and police and law enforcement services which requires considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses and in conducting preliminary investigations of incidents that range from simple violations to serious criminal attempts; including, but not limited to pursuing and apprehending persons fleeing a crime scene or attempting to resist arrest; identifying and arresting violators based on eyewitness accounts; performing dispatcher duties involving passing of directions and information to officers on patrol assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an incident; detaining witnesses and suspects; and making arrests and performing booking procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a range of security forces policies, procedures, and practices. Knowledge of overall security forces missions, functions, and structure. Skill in developing course materials and instructional methods, principles, and techniques. Ability to instruct training courses in a classroom seminar setting. Ability to communicate effectively, both orally and in writing. Ability to establish effective working relationships with SF branch/section chiefs, contributing to a cooperative work environment and successful accomplishment of the mission. Knowledge of applicable law enforcement and security AF, Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response and dispatch. Ability to operate the Incident Management System and the Security Force Management Information System. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
