Summary This National Guard position is for a POLICE OFFICER (TITLE 32), Position Description Number D2499P01 (GS-07) / D2156000 (GS-08) and is part of the Oregon Air National Guard 142d Wing, National Guard. Responsibilities As a POLICE OFFICER (TITLE 32), GS-0083-7/8, this position is located in an Air National Guard Wing, Mission Support Group, Security Forces Squadron. The primary purpose of this position is to conduct formal combat arms training and maintenance activities for the Security Forces Squadron and tenant personnel. Control and operate firing ranges; inspect, repair, and maintain ground weapons. To enforce law, maintain law and order, preserve the peace, and protect life and civil rights within the jurisdiction of the military installation. To oversee the work activities of Drill Status Guardsmen (DSG) assigned to the Security Forces Combat Arms function. (1) Performs Combat Arms Training. Presents repetitive courses or designated blocks of longer courses and presents training material and instruction covering proper use of handguns, rifles, machine guns and other base defense/ground combat skills equipment, in accordance with approved lesson plans and course control documents. Instruction may take place in outdoor or indoor training facilities and will require multiple police/combat agility skill demonstrations. Instructor makes adjustments in presentation or other instructional methods to resolve common classroom problems, to include those of student motivation and communication, as well as, last minute agenda schedule or student changes, student problems, equipment malfunctions, or lack of supplies. Uses training aids and devices in addition to those listed in the POI in a manner that enhances training outcome. Adjusts subject matter discussions to assure material is assimilated by all students. Applies specialized subject matter knowledge in course instruction. (2) May oversee the work activities of subordinates and Traditional Guardsmen. Trains employees in assigned duties and responsibilities. Assigns work, establishes priorities, and ensures technical quality of work products. (3) Manages and oversees the installation ground weapons training and maintenance program; serves as an instructor and inspects ground weapons. Plans, organizes, and directs the activities of the installation s ground weapons training and maintenance program, incorporating safety requirements, and maintains adherence to safety regulations. Promptly evaluates accidents to determine cause and ensure safety guidelines are followed and necessary precautions are taken to prevent further occurrences. Performs self- inspections and presents detailed reports to senior leadership. Ensures compliance with regulatory requirements, policies, and procedures. Monitors special environmental requirements, such as lead removal. Coordinates with the local Civil Engineering Squadron personnel on various issues, to include development of a joint hazardous waste disposal site and procedures that comply with local environmental laws. Monitors the environment for noise hazards, health problems, and all other safety hazards. Directs and monitors security/resources protection program and procedures. Monitors explosive safety and munitions movement s safety procedures. Notifies appropriate unit commanders of current no-shows rates and third time failures, initiates follow-up actions, and briefs data, as directed. (4) Represents the Security Forces Squadron (SFS) with a variety of installation and functional area organizations. Provides SFS position on ground combat weapons issued at installation conferences and task group meetings. Coordinates and maintains liaisons with local civilian agencies on matters concerning weapons training and maintenance. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. (5) When needed or directed, performs and enforces the full range of security forces duties within the military installation. Incumbent is exposed to the day-to-day dangers associated with law enforcement and security duties. Incumbent has full powers to detain, pursue or direct detaining person(s) who attempt to flee crime scenes, an active shooter, or other means of resisting arrest. GENERAL EXPERIENCE: The primary purpose of Police Work, is to lead, manage, and perform security force activities in direct support of the United States Nuclear Enterprise; weapon systems and physical security; law and order; military working dog; combat arms; and area security operations. The work directs the control and operations of firing ranges; and inspects, repairs, and maintains ground weapons. SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: To Qualify for GS-0083-07: Must have one year of specialized experience equivalent to at least the next lower grade level (GS-0083-06) that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. To Qualify for GS-0083-08: Must have one year of specialized experience equivalent to at least the next lower grade level (GS-0083-07) that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. OTHER REQUIREMENTS: 1. Current U.S. citizenship, naturalized citizen or permanent resident. 2. Males born after 12/31/1959 must be registered with selective service. 3. Must possess a valid state driver's license to operate government motor vehicles (GMV) in accordance with AFI 24-301, Vehicle Operations. 4. Never convicted of domestic violence IAW the Lautenberg Amendment. 5. No history of excessive alcohol use or arrested in the past two years for two or more alcohol related incidents regardless of disposition, except when proven not guilty. 6. No more than one active wage garnishment for delinquency. 7. No more than two delinquent charge off/collection (>= 30 days) payments within last two years. 8. Must not have used, distributed, or manufactured illicit narcotics or been arrested for any narcotics use, distribution or manufacturing. 9. Have not sniffed or used a substance to obtain an altered consciousness state from aerosol spray, lighter fluid, petro chemical, adhesives, Freon, or any other chemical for a purpose not intended for use. 10. Qualified to bear firearms according to AFI 31-117, "Arming and Use of Force by Air Force Personnel". 11. No acts of larceny, wrongful appropriation, robbery, burglary, housebreaking, misconduct in combat defined in UCMJ Articles 99-106, or any act that harmed or had the potential to harm the physical safety or well-being of animals to include Military Working Dogs. 12. Never convicted by a civilian court of a Category One, Two, or Three offense, nor exceeded the accepted number of Category Four offenses. The Category Three and Four traffic offenses alone are not disqualifying. No documented record of gang affiliation. 14. No fear of working around nuclear weapons or nuclear components. 15. MEDICAL REQUIREMENTS: 1. To qualify for this series, a current physical and a cleared drug test are mandatory. 2. Normal color vision and normal depth perception are required, as defined by current Air Force Medical Examinations and Standards Instructions 3. Distance visual acuity correctable to 20/20 in one eye and 20/30 in the other. 4. No speech disorder or noticeable communication deficiency as defined in AFI 48-123. 5. No diagnosed fear of acrophobia (fear of heights) or confined spaces. 6. To qualify for this series, must confirm there is no history of emotional instability, personality disorder, or other unresolved mental health problems. 7. No record of sleep disorders to include, but not limited to, sleep apneas, insomnias, hyper-somnias, narcolepsy, or restless leg syndrome. 8. No current diagnosis of Attention Deficit Disorder, Attention Deficit Hyperactivity Disorder, or Perceptual/Learning Disorder(s); and, prescribed medication(s) to treat these disorders in the last 12 months. 9. No history of mood disorders including bipolar disorder, major depression, dysthymia, or depression not otherwise specified. 10. No recorded evidence of personality disorder, sustained or untreatable emotional instability to include depression, or suicidal behavior to include attempts, gestures, ideations, threats, or history of self-mutilation. 11. Individuals who had their spleens removed are not eligible for assignment to the military working dog program or any canine functions.
