Summary:

PRO-telligent, a Tetra Tech Company, is seeking various levels of experienced Police Instructors/Mentors to assist the Department of State (DoS), Bureau of International Narcotics and Law Enforcement Affairs (INL) Transitional Police Unit in Abuja, Nigeria.  The selected candidates will be located in Nigeria. Police Instructors/Mentors will be responsible for training, mentoring, and providing technical expertise to the TPU, NPF and other civilian security services, enabling them to become more effective in performing their designated missions and building improved relations with a skeptical public.  Police Instructors/Mentors Advisors shall train TPU members with the provided curricula and other contractor-developed curricula for the units. Trainers will shift to mentors for the TPU to ensure the implementation of skills and procedures taught.  As Mentors, law enforcement advisors shall mentor on skills acquired during training, best practices in law enforcement and community policing, observance of human rights standards, and will develop an in-service continuing education plan for deployed TPU personnel, which may occur in multiple locations and be supported in part or in full by NPF instructors having supported the TPU training. Mentors shall collaborate with their NPF counterparts to effectively implement the in-service training program as well as monitor and evaluate the progress and success of TPU members, ensuring that standard procedures and protocols and best practices are followed.  Currently, U.S. citizens are not permitted to travel in the Northeast, and some in-person mentoring may need to occur through NPF counterparts.


Responsibilities:

Manage and administer the functions expected of him/her in accordance with international and U.S. standards and established Nigerian reforms, policies, and procedures to ensure the success of the project. Provide training to assigned NPF trainees, exercising particular care in preparing for instruction, conducting instruction, and observe best practices and procedures during training.  During training, ensure that trainees have necessary resources to ensure successful completion of training, and identify where shortages exist.  Propose resolution to Teams Leads and implement resolution. During training, identify individuals who are struggling with a particular skill, and, with Team Lead, propose a resolution and implement.  Provide mentoring to assigned Nigerian police officers, exercising careful observation, encouraging successful implementation, correcting behavior that counters or undermines new skills, best practices and procedures, and human rights observance. During mentoring, develop and implement a continuous education program to maintain and further develop acquired skills, and ensure observance of proper procedures and protocols, best practices, and strict observance of human rights.  During mentoring, ensure that TPU officers have the necessary resources to succeed, identify shortages, inform Team Lead, propose resolution, and after approval, implement resolution. Monitor the allocation of TPU resources to ensure resources meet operational requirements and ensure that resources remain fully mission capable (FMC) and adhere to required maintenance programs.  During training and mentoring, as requested, conduct, and facilitate visits of INL personnel, ensuring an accurate portrayal training and unit actions.  Report to Training Manager, In-Country Project Manager, and TPU Advisor of any instances of actions or behaviors that constitute illegal actions, human rights abuses, violations of code of conduct, or abuse to follow officers (e.g. abuse to female officers).  Advise and mentor TPU leadership and management personnel on training, administrative, planning, operational, and logistical functions.  Regularly communicate and submit required and requested reports to Team Lead and Training Manager, and respond timely to queries from the COR, TPU Advisor, INL Director, INL Program Officer to ensure achievement of INL and U.S. Embassy programmatic goals and objectives.  Keep INL informed of local developments and environmental conditions. Provide accurate reports, analysis, and statistics on significant operational issues of interest to the project and INL.  During mentoring, collaborate and coordinate with Nigerian senior officials to ensure the success of the TPU.  In coordination with TPU leadership, and when needed, facilitate relationships with relevant local officials, and advise TPU leadership on best practices to maintain good quality, trusting relationships with local communities.  Coordinate with and mentor the administrative staff of GON civilian security services, in consultation with the TPU Advisor and Senior Law Enforcement Advisor.  As mentors, the Law Enforcement advisors shall coordinate their efforts with INL Section and INL Program Officer to ensure that activities remain consistent with INL and Embassy policy and program objectives.  Other duties and responsibilities as determined by the Training/Mentoring Manager, In-Country Project Manager, TPU Advisor and COR, in conjunction and agreed upon by INL Director and INL Program Officer.   

  Minimum Qualifications:

U.S. Citizen or Third Country National A Bachelor's Degree from an accredited institution Possession of a current site, province, or national driver's license that is valid for the full period of prospective deployment. Graduate of any U.S. state or local law enforcement academy, focused on training officers for a full-service, civilian U.S. law enforcement entity, with an emphasis on community policing.   Federal law enforcement academy training is welcome but does not count toward this requirement. Police advisors must have a least seven (7) years of experience as a full-time law enforcement officer in a full-service, civilian U.S. law enforcement entity of at least 25 officers, with an emphasis on community policing.  Military police experience is welcome but does not count toward experience requirement. Experience in a wide range of operational and administrative issues, including experience in management/supervision, and evidence of progressively responsible leadership experience. Ability to build and matai key relationships in a culturally diverse environment and negotiate the resolution of conflicting views to enable the implementation of policies and programs.

Must demonstrate knowledge of and ability to assess the capabilities of at least three (3) or more of the following skill sets:

First Line Supervision / Line level command experience Project development and management POST and Conducting Training in POST Executive Leadership development Community policing and outreach Homicides and Armed Robberies Gang Violence SWAT or other operations in a hostile environment with lethal or less than lethal force Sexual and Gender-Based Violence Armed police support and specialized units Intelligence and/or Intelligence Led Policing Crime analysis Police reform and restructuring Other specialized, relevant experience approved by TPU Advisor, COR, INL Program Officer Superior negotiation and interpersonal skills Be in good physical condition to meet a demanding work experience, as determined during a pre-deployment physical and subsequent annual physicals Be able to drive a 4x4 vehicle with a manual transmission (shall be part of Pre-Deployment raining)

Preferred Qualifications (Possessing any of the following will help the candidate but lacking them will not harm the candidate.)

Three (3) years' experience working on international police development or security reform in developing country environments. Experience in the implementation of Formed Police/Military Police Unit tactics in a "combat policing" environment (under less than lethal environment and/or under hostile weapons fire). Experience in providing training to Special Police Units/Tactic Units in a foreign environment, preferably in the use of policing and security operations for the protection of civilians in a conflict/combat environment. Knowledge of police peacekeeping doctrine, policy, issue, and training standards First Responder or higher Life Saving or Paramedic certifications (past or current).
