Planning and Environmental Coordinator

Responsibilities This position serves as a Planning and Environmental Coordinator for the Division of Natural Resources in the Utah State Office. Advises the State and Associate and Deputy State Directors on issues related to National Environmental Policy Act (NEPA), Federal Land Policy and Management Act (FLMPA) and land use planning policies and standards. Provides coordination of land use planning and project management for all lands and federal mineral estates administered by the Bureau of Land Management (BLM) in Utah (UT). Serves as principal contact to BLM UT for guidance on use of the Bureau Planning and Project Management systems to achieve timely completion of land use plans and major projects. Serves as a reviewer of other agency environmental documents, consolidating agency and assigned Departmental comments and advising management on agency options for cooperative participation. Assists BLM UT in the development of land use plans, plan amendments and related environmental analyses of local and interagency plans. Serves as team leader for project-specific interdisciplinary teams (IDT) and organizes and directs the IDTs to produce results and prepare statements of work. Coordinates with program specialists (e.g. lands, minerals, wildlife, forestry, etc.) to ensure that guidance is consistent with specific procedures established by law, regulation and policy. Serves as a policy advisor to BLM UT assuring development of defensible project level environmental analyses based on administrative/legal precedents associated with protests, appeals and litigation. Participates in required program-oriented annual workshops to provide planning and environmental process expertise to ongoing or emerging resource program initiatives. To qualify at the GS-13 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-12 level comparable in difficulty and complexity to perform the duties of a Planning and Environmental Coordinator. Qualifying specialized experience includes: planning, organizing or leading the strategy for preparation of planning documents such as pre-planning analysis, management situation analysis, Resource Management Plans or Environmental Impact Statement preparation plans; participating as a lead or member of an interdisciplinary team working on planning and environmental analysis processes, principles or practices; reviewing environmental documents to ensure compliance with applicable laws and regulations; authoring documents such as Resource Management Plans, National Environmental Protection Act (NEPA) documents, Environmental Impact Statements, Environmental Assessments, environmental reports, recommendations or policy development; and utilizing communication or problem-solving skills in negotiating, facilitating, motivating, persuading, problem identification or conflict resolution. Please note there are no educational substitutions at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Physical Demands: The work is normally sedentary in an office setting and may involve periods of crisis-oriented effort requiring long hours of work and related stress. Occasional instances of lengthy driving and travel in standard commercial and light planes to visit district offices or participate in interagency meetings is anticipated. Work Environment: The work is typically performed in a normal lighted, heated, ventilated office in Salt Lake City and BLM field offices. Travel can involve up to 20 percent of time. The majority of travel is overnight but normally limited to less than three days and seldom over a week's duration. This position is not eligible for Telework. This is a not-to-exceed one year detail/temporary promotion assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record. If selected for a temporary detail once you have met all position requirements (i.e. Time-in-Grade or specialized experience) you may be temporarily promoted for the remainder of time without further competition.
