PLANNING AND COORDINATION SPECIALIST
Job Description The Planning and Coordination Unit is responsible for the planning and coordination of procurement, contract renewal, budget management, and grant applications. The unit assists with the development of interagency plans, personnel, and the bureau strategic goals. In addition, the unit is responsible for the management of the On-Call Emergency Contract (OCEC) program. Under the supervision of the Executive Director, with latitude for independent initiative and judgement, the Logistics Specialist will increase coordination and planning within the Logistics Bureau. Applicants shall have a background in one or more of the following areas: emergency management logistics, humanitarian/mass care response logistics, mutual aid coordination, ground support logistics planning and/or other sectors of the logistics industry that would be able to contribute to NYCEM’s disaster planning, mitigation, and response efforts. The specialist will work closely with other units within NYCEM, as well as City, State, Federal, and non-governmental organizational partners to develop and maintain existing logistical capabilities. The selected candidate will be responsible for the following tasks: - Support the development, maintenance, and enhancement of the City’s On-Call Emergency Contract (OCEC) and Citywide Crisis Contract Programs. - Support the development of a strategic logistics vision, with practical solutions, to support emergency plans and response efforts. - Work to conduct planning initiatives with vendors, agency partners, and other NYCEM units to strengthen emergency partnerships. - Identify contracts to support emergency planning and response. - Draft scope of works and other contract documents. - Building partnerships with other emergency management professionals, especially in the areas of logistics planning. - Develop exercises with NYCEM Exercises for long-term facilitated discussions and exercise opportunities with all partners. - Carry out tasks such as working with contract vendors, tracking quotes, invoices, and evaluate costs. - Use spreadsheets to track resource allocation and budgets. - Utilize GIS for site information and incident tracking. - Work other special projects as assigned by Assistant Commissioner for Logistics or the Executive Director of Planning and Coordination for continual enhancement of NYCEM goals and objective. **PLEASE NOTE THE FOLLOWING: - The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between. - CTL – NO GRANT LANGUAGE - IN ORDER TO BE CONSIDERED FOR THIS JOB, PLEASE SUBMIT A SEPARATE COVER LETTER IN THE ATTACHMENTS SECTION OF THE APPLICATION PORTAL. Qualifications 1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or 2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or 3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made. 4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent. Special Note: To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.
