Summary The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. For information about our bureau go to: http://www.boem.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Pacific Outer Continental Shelf (OCS) Region, Environmental Analysis Section with a duty station in Anchorage, Alaska; Camarillo, California; Sterling, Virginia; or New Orleans, Louisiana. At the full performance level, GS-13 the major duties of this position include, but are not limited to the following: Prepares and reviews programmatic and project-specific air quality and environmental justice impact analyses and documents under the National Environmental Policy Act (NEPA). Tracks and keeps abreast of air quality and environmental justice data trends in the offshore energy industry and regulatory changes issued by the Environmental Protection Agency and local jurisdictions. Recommends and reviews statements of work and draft reports for research, contracts, and agreements. Accepts responsibility for the entire procurement cycle for assigned procurements including the initial statement of work and market research. Coordinates with multiple parties and stakeholders, and other Federal and state agencies, including regulatory agencies, and groups active in environmental justice. The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Physical Scientist 1301: Individual Occupational Requirements Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. -AND- In addition to meeting the Basic Educational Qualification requirements, applicants must have either A) Specialized Experience or B) Education (directly related) or C) Combination of Education and Experience to qualify for the grade to which you are applying. GS-11 Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Analyzing air quality related physical science data; AND Preparing written material on technical air quality, or associated climate change or environmental justice related topics. MUST MEET ALL. -OR- Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. -OR- Combination of education and experience: A combination of education and experience that totals 100% of the requirement for this grade level. Note: Only graduate level education in excess of 36 semester hours may be applied toward the combination at this grade level. GS-12 Specialized Experience: (Please note, education cannot be substituted at the GS-12 Grade level and higher.) To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience: Analyzing air quality related physical science data; Preparing written material on technical air quality, or associated climate change or environmental justice related topics; AND Working in teams with people of differing scientific disciplines, backgrounds, and goals; Preparing written air quality analysis for environmental requirements of the National Environmental Policy Act; Developing recommendations and responses to legal and/or controversial issues related to air quality to senior management and the public; Receiving and/or dispersing grants and contracts.
