This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Global Ocean Monitoring and Observing (GOMO) with two vacancies in Silver Spring, Maryland Responsibilities As a Physical Scientist, you will perform the following duties: Direct oceanographic investigations centering on fluxes of energy, momentum and materials through the air-sea interface, the transport and composition (thermal and chemical) of ocean and coastal water masses and the structure and dynamical processes on the sea floor. Identify areas of research in oceanography, marine meteorology and related disciplines to improve understanding of environmental processes in coastal and open-ocean systems. Direct scientific studies of dynamics of geophysical fluids in the atmosphere, hydrosphere, and cryosphere, over a wide range of time and space scales. Potential applications include deterministic atmospheric forecasting, life cycle of hurricanes, and clear air turbulence. Oversee scientific studies of atmospheric and environmental problems caused by changes in atmospheric composition associated with natural and manufactured emissions. Manage science teams studying global and climate change, acid deposition, atmospheric chemistry, and meteorological and biological problems involving interaction between lower atmosphere and underlying surface, primarily vegetation. In collaboration with senior staff members, lead development of, maintain and advance the creation of new productive partnerships within and external to National Oceanic and Atmospheric Administration (NOAA) addressing current research directions, science and implementation plans. Lead strategic planning activities. Develop budget documents and present program briefings. Lead development of recommendations to the Director in proposing, defending, and managing the program budget, administering financial awards, developing Announcements of Opportunities for Grants, and monitoring project performance. Ensure effective timely and economical accomplishments of program objectives. Collaborate with internal and external stakeholders. Attend various meetings, internal and external to the agency. Represent the agency at intra-and inter-agency and international meetings. Attend national scientific and programmatic meetings. NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-3 is equivalent to the GS-11/12 The ZP-4 is equivalent to the GS-13/14 Key Requirements: Applicants must be U.S. Citizens. Qualifications Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one full year (52 weeks) of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: To qualify for the 1301 series: EDUCATION: A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-3 or GS-11 level: SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include the following: Collecting scientific data and findings and developing reports and presentations from the analysis; and Providing support to scientific projects by reviewing project requirements, providing status updates and reporting on project issues. OR SUBSTITUTION OF EDUCATION: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and professional experience. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. (Note: Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.) To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Analyzing, developing, and executing resolutions to scientific policy and procedure issues; Coordinating, planning and executing scientific projects, ensuring the effective integration of a program's science and objectives; and Preparing and presenting scientific briefings at panels, committees, or conferences. Education Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
