This position requires a high degree of public interaction and consistent customer service to assist applicants with applications, inquiries, and requests. The position is responsible for documentation and management of applications, supplemental plans and drawings, the communication between the applicant and various municipal departments, and local government staff to ensure a high-quality customer experience and bring local development projects to fruition. Distinguishing Features of the Class This position requires a highly organized individual to serve as a customer service representative to customers and applicants for permits in the Butte-Silver Bow Planning and Building Code Department. The individual executes technical and administrative responsibilities to understand applicant proposals, guide applicants through the permitting process, facilitate information dissemination between applicants and local government representatives, and retain the administrative record associated with each permitted project. The work is performed under the general direction and supervision of the City-County Planning Director, but considerable leeway is granted for the exercise of independent judgement and initiative. The nature of the work performed requires the employee to establish and maintain cooperative working relationships with the public, property owners, developers, realtors, and architects as well as the Planning and Building Code Department, Public Works Department, Fire Department, Department of Reclamation and other City-County departments. Duties/Responsibilities Examples of Essential Work (Illustrative Only •Performs public counter work. •Performs information and direction in person or over the telephone to the public on building issues, applicable local, state and federal engineering and building codes, ordinances, documents, standards and guidelines, process and requirements. •Reviews, routes, processes and checks applications and permits. •Reviews applications, documents and plan submittals to ensure accuracy and compliance with pertinent laws and established criteria. •Issues building and engineering permits. •Verifies that required permits, licenses, insurances, and bonds have been obtained. •Calculates processing fees and provides fee estimates as requested. •Calculates bond totals, accepts bond payments, and coordinates with the Planning Department Administrative Specialist to track cash and performance bonds. •Performs research and outreach activities to develop internal standard operating procedures and policies. •Performs special projects, as assigned. •Provides information to the public relating to the status of projects and permits. •Prepares reports, memoranda and letters pertaining to permitting. •Collects, records and balances permit related monetary transactions. •Researches, compiles and analyzes data for special projects and various reports. •Receives requests for building inspections, enters inspection data, prepares field inspection records and schedules and coordinates inspections, as required. •Establishes and maintains filing systems including electronic scanning of plans and documents for the Planning and Building Code Department. •Performs related work as required. •Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complies with the Health & Safety Program; maintains work area in a safe and orderly manner; identifies and reports unsafe conditions; reports all accidents; wears required personal protective equipment; and attends safety-related meetings, training sessions, fit testing, etc. •Performs all duties and work assignments in compliance with project quality requirements. •Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards. •Performs other duties as assigned. Qualifications Required Knowledge, Skills, and Abilities Acceptable Experience and Training Education: High school diploma or equivalent. Specialized coursework in building, architecture, or engineering related courses highly desirable. Experience: One (1) year, full-time equivalent, of technical or administrative experience involving public contact, preferably in a building or engineering division or related field. Required Special Qualifications •Possession of or ability to obtain within one year of hire, an International Code Council (ICC) Permit Technician Certificate. •Must possess a current Montana Driver’s license or have the ability to obtain one within a reasonable period of time after employment. •Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance: “2.08.010 Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
