It focuses on strategic planning, project management, change management, data analytics, and process improvement to cultivate a high-performance organizational culture. Performance Analytics Sr Manager is a strategic leader responsible for advancing data, analytics, and evaluation to drive organizational performance and improve services for residents. This role partners with IT and other key stakeholders to develop and implement data governance, analytics, and organizational performance strategies that enable evidence-based decision-making and continuous improvement. This position works under administrative direction. This position is designated as At-Will. Essential Functions + Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority. + Strategic Leadership and Project Execution: Leads high-priority citywide business intelligence, analytics, and evaluation projects to address key organizational needs and align efforts with the city's strategic goals. Builds data literacy across the organization and fosters opportunities for data-driven decision-making to improve services and operational outcomes. + Organizational Performance Measurement and Management: Design and implement a new organizational performance program, developing systems to measure and manage the effectiveness of city services. Provides actionable insights through dashboards, reports and analyses to guide policy decisions and operational improvements. + Center of Excellence Development: Collaborates with the Information Technology department to establish and manage a Center of Excellence for data and analytics, including defining and implementing data governance processes and standards. Cultivates a citywide community of practice for data professionals, fostering collaboration, knowledge sharing, and innovation while providing training, tools, and resources to enhance the organization's capacity for effective data use. + Team and Partnership Management: Builds strong cross-departmental partnerships, working closely with IT, city leadership and departmental stakeholders to advance data initiatives. Supervises and mentors a team of data analysts, ensuring alignment with organizational priorities, and maintains a collaborative reporting structure with data analysts across departments to support consistency and collaboration. + Innovation and Continuous Improvement: Drives continuous improvement in data processes, tools, and techniques while staying informed of emerging trends and technologies in data analytics and public sector performance management, ensuring innovative and effective strategies are implemented. Requirements + Required Knowledge, Experience, And Training Bachelor's degree in data analytics, public administration, computer science, statistics, business or a related field and ten years of experience in data analytics, business intelligence, organizational performance management or related areas, or an equivalent combination of education and/or experience. Knowledge of: + data analytics, performance evaluation, data governance and performance measurement methodologies and best practices + advanced use of BI tools, SQL or other database query or scripting methods + personnel management + computer usage, including related software. Ability to: + collaborate and partner strategically across functions to solve complex business problems + develop and implement strategic initiatives that align with organizational priorities + communicate complex information clearly and effectively to technical and non-technical audiences + build trust and maintain effective relationships with diverse stakeholders + lead and manage change in a large organization + manage and mentor teams, fostering professional growth and high performance + cultivate continuous improvement culture within the department + lead a center of excellence for data and analytics + develop and deploy data governance practices, policies, procedures and processes + champion data as a strategic asset; demonstrate advanced interpersonal, written and oral communication skills + communicate effectively in the English language at a level necessary for efficient job performance + perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation. Preferred Knowledge, Experience, And Training Master's degree in data analytics, public administration, computer science, statistics, business or a related field.
