The Prevention of Child Abuse and Neglect (PCAN) Services Manager will provide expert guidance and consultation to Unaccompanied Minor (UM) Program Operations. As such, the PCAN Services Manager must be well versed with the Department of Health and Human Services (HHS) Interim Final Rule (IRF): Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment Involving Unaccompanied Children (45 C.F.R. Part 411) in order to prevent and respond to sexual abuse and harassment involving Unaccompanied Children (UC). This position works with UM Programs to ensure policies and best practices for the prevention of child abuse, harassment, and neglect are followed. Furthermore, this position collaborates with program-level Prevention of Sexual Abuse (PSA) Compliance Managers to actively promote a culture of safety, proactive risk management, clinical excellence, ongoing regulatory visit readiness, and lead continuous process improvement activities.

Essential Functions: Collaborate with Program-level PSA Compliance Managers on the preventative education, detection, management, reporting, implementation, and compliance with the HHS Interim Final Rule (IFR).Conduct regular case reviews and provide ongoing support to ensure effective implementation of prevention (child abuse and neglect) services.Offer technical assistance to programs, ensuring a comprehensive understanding of the HHS-IFR, ORR UC Program Policy Guide Section 4, Preventing, Detecting, and Responding to Sexual Abuse and Harassment, and best practices in the field.Create and consult on policies and procedures specific to PSA activities.Develop and deliver training sessions to enhance the staff’s understanding of Preventing, Detecting, and Responding to Sexual Abuse and Harassment, as well as Staff Code of Conduct expectations.Work collaboratively with the management team to develop and implement best practice models for prevention (child abuse and neglect) services within shelter programs.Stay abreast on recent research on child maltreatment prevention to inform professional practice; evaluate existing protocols and recommend enhancements based on evidence-based practices and industry standards.Establish a continuous quality improvement process to monitor and improve child safety as it relates to prevention of child abuse and neglect.Identify any safety issues and training needs to develop performance improvement plans to address and correct performance gaps.Analyze data trends, identify actionable solutions, and coordinate with program leadership on effective implementation.Conduct ongoing pre-audit reviews of policies, training, reports, and other documentation in preparation for ORR or regulatory visits.Foster positive relationships with stakeholders and community partners to include, but not limited to funding source (ORR), state licensing agencies, contracted Prevention of Sexual Abuse (PSA) Auditors, and law enforcement.Serve as the centralized liaison with regulatory bodies as it relates to child abuse and neglect cases.Collaborate with ORR’s Prevention Child Abuse and Neglect (PCAN) Team, ORR’s Division of Child Protection Investigations (DCPI), and HHS-ACF’s Licensing Advisory Team.Participate in relevant meetings and forums to stay connected with PCAN resources and developments (e.g., Unaccompanied Children Bureau (UCB) Monthly Provider Calls, ORR PSA Compliance Manager Monthly Calls, ORR CQI Coordinating Committee Meetings). Other Functions: Collaborate with Program-level PSA Compliance Managers on the preventative education, detection, management, reporting, implementation, and compliance with the HHS Interim Final Rule (IFR). Qualifications and Requirements: Master's or Doctoral degree in Clinical Psychology, Social Work, Counseling, or a related field; and At least one (1) year of experience working with child welfare standards, best practices, quality assurance, and/or compliance monitoring. Knowledgeable of Interim Final Rule 411 Standards and ORR UC Program Policy Guide, Section 4 on Standards to Prevent, Detect, and Respond to Sexual Abuse and Sexual Harassment (Involving Unaccompanied Children). Strong knowledge of trauma-informed care, crisis intervention, and evidence-based therapeutic interventions. Excellent communication and interpersonal skills, with the ability to work collaboratively with a diverse team. Ability to use judgment and maintain confidentiality. Available to undertake frequent and extended travel as required.

 

Preferred:

 

Licensed Mental Health Professional (e.g., LCSW, LPC, Psychologist). Bilingual (English/Spanish). State Childcare License, where applicable. Texas – Licensed Childcare Administrator (LCCA); Licensed Child Placing Agency Administrator (LCPAA); Experience with state childcare licensing regulations. Physical Demands:

Must be able to drive and travel, as needed. Other requirements include daily use of various office equipment, frequent typing, and writing, as well as bending, twisting, stooping, climbing upstairs, and lifting up to 15 lbs. items that may be required to complete tasks. Must be able to read, write, and communicate both verbally and in written form to express and exchange ideas.

Work Environment:

The work environment for this position is a combination of field and office setting requiring flexibility. The position involves engagement with team members, stakeholders, and programs. May also include engaging directly with youth. A fast-paced and dynamic environment with many unscheduled interruptions. Frequent travel may be required to reach various locations within our service locations. Frequent computer use at workstations for extended periods of time. Public contact position requiring appropriate business apparel.
