The specific salary offered will be determined based on factors such as the qualifications of the selected candidate, departmental budget, internal salary equity considerations, and available market information. JOB SUMMARY The Payroll Supervisor is responsible for supervising the University of St. Thomas’s payroll administration. Responsibilities include monitoring all tasks necessary to accomplish the organization’s payroll processing, communication and/or collaboration with external auditors and vendors, and internal employees and stakeholders. The incumbent must have significant knowledge of payroll administration, including state and federal regulations, as well as IRS and tax codes as they relate to Payroll. Principal accountabilities include research, planning, design, communication, implementation and maintenance of all payroll initiatives. This position reports to the AVP and CHRO and is a self-directed position working with minimal supervision. The incumbent will deal with highly sensitive and delicate situations, making sure all information is kept confidential. Current tools include Banner, Cognos, SharePoint, Lyris, OPTIX and Microsoft Office but others are used as required. This position supervises a team of four. This position is a member of the HR Leadership team and has University-wide impact. ESSENTIAL FUNCTIONS Payroll Administration + Oversee and supervise the organization’s payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations + Audit and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. + Ensure accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates. + Responsible for accurate records and reports of payroll transactions. + Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices. + Manage and facilitate audits by providing records and documentation to auditors. + Communicate with and assist managers and employees with payroll related questions and concerns. + Supervision of the university’s time management and other payroll systems. + Identify and recommend updates to payroll processing software, systems, and procedures. + Coordinate requirements and the development of benefits & payroll reports and communications libraries. Team Management –supervise/lead Payroll team to include performance management, organization design, and recruitment. Provide supervision, training and back-up assistance to the Payroll staff. Other –lead and participate in a variety of projects to support the Human Resources department (e.g. policy updates, HR process improvement, HR metrics). QUALIFICATIONS Minimum Qualifications + Bachelor's degree in a relevant field + A minimum of seven years of progressive professional experience in payroll management and administration to include experience with in-house payroll systems and processing and payroll practices + Experience with payroll regulations and administration to include experience with worker’s compensation, IRS rules and regulations, and state and federal taxation laws, principles and practices of accounting, FLSA laws and International Non-Resident Withholding laws + Must be proficient with HRIS and other payroll systems + Prior supervisory experience required Preferred Qualifications + Certified Payroll Professional (CPP) certification + Experience with relational databases and standard system practices + Experience working in a higher educational setting An equivalent combination of education and experience from which comparable knowledge and skills have been acquired may be substituted.
