Job Summary:

Technical:

The International Space Station (ISS) Payload Rack Officer (PRO) team provides flight-certified staffing for the Payload Operations Integration Center (POIC) flight control positions that manage the onboard resources required for payloads to execute their operations.  

The PRO Flight Operations Lead position is a Level III management position that is responsible for the day-to-day operations of the real-time PRO team (including PSE, PRO Increment Lead and Prep-PRO). It requires a thorough knowledge of the PRO operations concepts, procedures, systems capabilities and real-time payload operations. The PRO Flight Operations Lead is responsible for the development of the PRO console schedule and ensures that both PRO positions are properly staffed (this includes the PSE, Increment Lead PRO, and prep-PRO positions, as well). The PRO Flight Operations Lead must maintain flight-certified PRO Flight Controller certification and have an in-depth knowledge of the various onboard systems (i.e., thermal, power, vacuum). A full understanding of the resources’ and rack facilities’ operational constraints and limitations and Standard Operating Procedures (SOPs) is required. This position requires good systems engineering skills in order to help lead the team in the resolution of anomalies that occur during real-time operations.The PRO Flight Ops Lead position is responsible for the analysis, resolution, and documentation of PRO flight controller errors. The PRO Flight Operations Lead will interface with the Payload Operations Manager (POM), Space Systems Operations (SSO) NASA and Contractor Management, and MOI Program Manager. The PRO Flight Operations Lead will be a primary member of tiger teams and special study groups that may be assembled requiring PRO representation.

Administrative:

The PRO Flight Operations Lead serves as the first-line supervisor for the real-time PRO team, which requires performing employee annual merit reviews. The PRO Flight Operations Lead also participates in various status meetings, including the weekly SSO Team Lead meeting, Mission Execution Panel (MEP), and Mission Operations Coordination Group (MOCG). The PRO Flight Operations Lead provides weekly inputs to the SSO Level II manager that are used in the Program Management Reviews (PMRs).The PRO Flight Operations Lead interfaces primarily with the SSO Contractor Level II Manager. The PRO Flight Operations Lead will also be an authorized approver of timesheets for those team members assigned to the PRO Flight Operations group.

Education and/or Experience                                           

Bachelor's degree (B.S.) from four-year college or university in a related field and a minimum of 5 years’ experience; or equivalent combination of education and experience.  Knowledge of ISS ops a plus.

Language Skills

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills                                                 

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

Reasoning Ability                                                     

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills                                            

To perform this job successfully, an individual should have the ability to use computers and computer systems (including hardware and software) to program, write software, set up functions, enter data or process information.

Other Essential Duties

Follows all import/export requirements, consulting with facility import/export personnel as required.

Knowledge of specific software (design, analysis, ERP…)

Other Qualifications

US Citizenship with ability to attain/maintain government security clearance.
