Summary This position is located in the Office of the Chief Financial Officer (OCFO, National Finance Center (NFC), Government Employees Services Division (GESD). This is a developmental position leading to the full performance level IT Specialist (APPSW), GS-2210-13. Responsibilities Performs basic coding to identify and resolve problems. Contacts customers to provide answers or updates on issues with software and/or system issues. Assists in the testing and implementation of newly developed programs. Requirements Conditions of Employment Qualifications To be eligible, applicants must meet one of the following requirements. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Recent Graduates: Applicants must have graduated from a qualifying educational institution or career or technical education program. Individuals must apply within two years of completing a degree or certificate. Veterans unable to apply due to service obligations have up to six years after degree completion to apply. (Copy of transcript with degree conferred date required). Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; or Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met. Basic Requirements: This position has a positive education requirement., Degree: Bachelor's degree in any field. Education must demonstrate the competencies/knowledge, skills, and abilities necessary to do the work. In addition to meeting the eligibility requirements above, applicants must possess the experience requirements as follows: Specialized experience GS-05: Have at least one year of specialized experience, equivalent to the GS-04 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as an Information Technology Specialist (APPSW): Such experience includes: 1) Assisting in the development of procedural manuals and forms relating to assigned systems; 2) Performing basic troubleshooting of programs and systems; and 3) Providing guidance and solutions to staff and external users to resolve issues. AND 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications. Therefore, you should provide only the transcripts from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Multiple positions will be filled with this announcement. The full performance level (FPL) of the position to which converted may be up to the GS-13 level. This is a bargaining unit position aligned to the American Federation of Government Employees, Local 2341. Recent Graduate appointments are intended to last for 1 year. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
