SUMMARY
The Parking enforcement officer is responsible to provide customer service, provide security/safety functions, patrol lots and garages and enforce parking rules and regulations, provide routine maintenance on meters and signs; perform related work.
KEY DUTIES & RESPONSIBILITIES
Permit Vaidation
The Parking enforcement officer, for reference purposes, will be provided with the most current list of valid permits and corresponding plate numbers. Validate if the vehicle has the right to be onsite as part of the program or a registered visitor. Validate that the pass displayed is current, be it a permanent or temporary pass. Validate those employees are within the right section of the parking (A, B parking lots).
Tickets
Issue warnings and tickets as deemed appropriate, always ticket unregistered vehicles. Tickets are sent via mail to the City of Ottawa. All issued parking tickets are to be sent at the end of the day or the following day at the latest. Should someone contest a ticket (although rare), the person that issued the ticket will need attend any court proceedings.
Patrol
Two patrols per day weather permitting. An AM patrol no sooner than 9:30am to permit the majority of occupants to get onsite. A PM patrol no later than 1:30pm. Repeating the three validation steps above.
Reporting
A daily log of all issued warnings and parking tickets is to be provided to the Parking Policy Officer. Some administrative support to the Parking Administration Officer.
Towing
Parking Policy permits the towing of vehicles under certain circumstances. Towing of vehicles is to be pre-approved by Parking Policy Officer. Parking enforcement officer will be responsible to coordinate towing requirements using Parking Policy approved towing companies. Be in attendance for the approved removal.KNOWLEDGE & SKILLS
Valid driver’s license required. Proficient with computers and a computerized ticketing system. Knowledge of AIMS (Automated Issuance Management System) would be an asset. All successful candidates will be required to provide and maintain a clear Criminal Record Check and a clear Driver’s Abstract as a condition of employment. Willingness to: stand and walk continuously throughout an eight hour shift; bend, stoop, lift and carry items weighing up to 20 pounds; work outdoors in all weather conditions; visually observe activities in an assigned area; use a two-way radio to communicate information. Experience: providing public service in a work setting; dealing with difficult customers. Ability to interpret and apply rules and regulations. A High School Diploma or equivalency (e.g., GED) Basic level of proficiency with Microsoft Office (Word, Excel, and Outlook). Experience or training in conflict resolution would be considered an asset. Ability to receive and maintain a Municipal Bylaw appointment. Must be able to obtain a City of Ottawa operator's permit. Success in this position requires excellent communications skills, as well as the ability to maintain composure while faced with stressful verbal interaction. Excellent attention to detail, initiative and the ability to work independently is required for success in this position.
