P-Card Analyst
Job Description *THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $77,158.00 - $96,694.00* *THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ASSOCIATE STAFF ANALYST. * The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record. The ACS Division of Finance is seeking to hire an exceptional, highly motivated, detailed-oriented candidate to perform duties of a P-Card Analyst. The P-Card Analyst will be responsible for supporting the management of the agency's purchasing-card (P-Card) program, which currently includes more than 40 cardholders and their approvers and supervisors, and accounts for approximately $1.7 million of the agency's OTPS budget. Under the P-Card Administrator’s supervision, the selected candidate will serve as a P-Card Analyst of the P-Card Unit. In this capacity she/he will be responsible for assisting with planning, directing, maintaining, and evaluating the performance of ACS P-Cardholder and Cardholder Approvers. Job task/Duties include but are not limited to the following: - Perform a comprehensive review of purchasing card monthly transaction submissions. - Examine and evaluate data to ensure compliance through various methods of internal controls as mandated by ACS/DCAS and the NYC Comptroller’s Office. - Locate, retrieve, monitor and present statistical data specific to the purchasing card program. - Develop and conduct training related to the purchasing card program and update training curriculum as necessary. - Perform purchasing card reviews and audits. - Create, update, and maintain comprehensive purchasing card files, and fully comply with audit requests. - Ensure quality assurance through detailed tracking and monitoring of the purchasing card program. - Monitor the ACS Requisition System, PASSPort, and FMS. - Respond to emails and phone inquiries daily. - Coordinate new card requests, relinquishments, and special requests such as out of policy transactions, increases/decreases to single transaction limits and monthly transaction limits. - Assist the P-Card Administrator in the development, implementation, and maintenance of procedures, processes, and data management systems. - Identify challenges and solutions related to purchasing card administration. - Correspond with appropriate staff for strategic and rapid resolution of outstanding issues. - Participate in meetings and provide accurate status of the purchasing card program. - Contribute to team efforts by accomplishing tasks within specified time frame. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or 2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
