Operations Manager
Job Description THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $84,000.00-$100,000.00. The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community. The Division of Youth and Family Justice (DYFJ) Detention Services is a 24/7 operation responsible for oversight and management of secure detention services for juveniles awaiting disposition in family and supreme courts. The Operations Manager works with a team of Associate Youth Development Specialist Level II staff and are responsible for the day to day oversight and operations of a 106-bed specialized secure detention facility in New York City, which involves Group Services, Security and coordinating all related support services. Specific duties include but are not limited to: - Manage operations of an assigned tour of the secure detention facility by planning, monitoring, and evaluating the ongoing programs relating to the supervision, conduct and order of the youth in care - Provide coverage for facility operations in the absence of the Executive Director of Operations - Conduct interviews and the selection of candidates for vacancies in secure detention - Manage staff scheduling, absenteeism and overtime reduction - Implement policies and evaluates current practices to ensure operational safety and security for youth and staff are maintained - Monitor and ensures the Associate Youth Development Specialist coordinates all the activities and services to youth on a work tour; including education, recreation, medical and social services to ensure that programs are implemented to meet the needs of the youth - Conduct individual and group conferences with staff concerning the interpretation and implementation of agency policies and procedures, including techniques to be used in addressing behavioral and adjustment issues and develops staff skills in observing, recording, and addressing these identified areas - Demonstrate competence executing and performing Safe Crisis Management (SCM) and ensures staff are compliant with SCM training requirements - Review incident reports to ensure reports are legible, accurate and that reports contain all required identifiers - Conduct video review as part of the incident follow-up process to identify areas of success and trends impacting incidents - Conduct investigations of child abuse allegations and critical incidents by conducting interviews, viewing videos, preparing managerial reports and submitting corrective action plans to the Executive Director of Operations and Associate Commissioner of the facility within 24 hours of occurrence - Assess and evaluate tour critical areas and formulates action plans to address identified operational needs to better manage secure detention - Conduct Tours of Inspection of assigned living units - Establish and maintain a managerial system of control to ensure effective program operations - Oversee, monitor and resolve City Time related issues Please Note: - Candidate may be assigned to either Secure Detention location- Crossroads- 17 Bristol Street, Brooklyn, NY 11212 or Horizon- 560 Brook Ave, Bronx, NY 10455 - Operation Managers may be assigned to work days, evenings, nights and overtime based on the agency needs. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or 2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or 3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.
