We are actively seeking a Municipal Consulting and Management Strategist, specializing in Local Government and Authority Management/Consulting, to join our dedicated and dynamic team in Harrisburg, PA. This role is ideal for a strategic thinker with a deep understanding of local governance, public utilities, and infrastructure development.
Key Responsibilities:
Program and Project Management:o Deliver program management services to local governments and utility clients to ensure projects are coordinated and complementary
o Evaluate the financial impacts of projects on both capital and operational budgets
Asset and Capital Planning:o Develop and manage Asset Management and Capital Improvement Plans
o Assist clients in securing financing for capital projects and developing sustainable revenue streams
Feasibility and Financial Studies:o Lead feasibility studies for regional services and municipal/county programs
o Support clients with budget development, benchmarking, and long-term financial planning
Rate Setting and Utility Development:o Support the implementation of rate structures and utility financing strategies
o Assist in the formation of municipal authorities and utilities
Stormwater and Environmental Services:o Manage and implement stormwater utility projects
o Facilitate community-based collaborations to support stormwater program success
Technology Integration:o Collaborate with the IT and Geomatics teams to implement technology solutions for municipal, county, and authority clients
Public Engagement and Marketing:o Represent clients and the company at municipal meetings and public functions
o Support internal and external marketing and business development activities
RequirementsBachelors of Science Degree in Engineering, Political Science, Public Policy, Public Administration, Urban Planning, Business Administration, or Accounting.Minimum 7 years of experience in local government management, municipal finance director role, or consulting engineering.Knowledge of the Municipality Authorities Act as well as Commonwealth statues and enabling legislation governing the operation of various forms of local governments.Experience in Portfolio Management, Program Management and Project Management.Client-focused leader and team player possessing strong communication, strategic planning, and organizational skills.Must be a self-starter, independent worker, team builder with strong interpersonal, communication, and organizational skills.Able to balance maintaining a holistic view for the client and HRG team while managing project details.Proficient in Microsoft Office Suite to include Excel, Word, Power Point, and OutlookRequires travel to daytime and evening client meetings, and travel to other HRG offices (Valid U.S. Driver's License is required)Has the legal right to work in the U.S.
