The USAID-funded Resilient Cities Limpopo Program, implemented by Tetra Tech ARD, is currently accepting expressions of interest for the program Monitoring, Evaluation, and Learning (MEL) Manager. This position will be in the main office in Pretoria, South Africa.
Position Description: The program aims to increase urban residents' access to safely managed and reliable critical services, namely water, sanitation, and solid waste management through municipality, private sector, and service delivery engagement. Working under the direction of the Chief of Party and in coordination with the Home Office MEL team, the MEL Manager is responsible for ensuring that data generated from activities and interventions are reliably and accurately collected in a timely manner across all three project offices.
Responsibilities:
It is anticipated the MEL Manager will conduct the following tasks in addition to any other responsibilities assigned by the Chief of Party:
*Provide formal and informal training to staff, grantees, partners, and other relevant stakeholders on the project’s indicators, targeting, collection methods, MEL systems, policies, procedures, templates, and forms.
*Assist the COP with client (USAID), stakeholder, and key decision-maker trainings and presentations on the project’s activities and results.
*Ensure data from field-based activities, grantees, sub-contractors and secondary data are input into an established project database in a timely, effective and efficient process, and are accurate, correct and reliable.
*Conduct on-site monitoring and routine spot checks of program activities collecting both qualitative and quantitative data.
*As required, participate in client-directed data quality assessment (DQA) and preparation of report(s).
*Verify program results with supporting documentation, photographs, and success stories (with direct quotes from program beneficiaries).
*Ensure the timely and accurate input of program data into the program’s Management Information System (MIS).
*Assist in the generation of reports, graphics, maps, and other visual tools/aids that support program activities and results.
*Lead the team in internal Learning activities throughout the project life cycle.
Minimum Qualifications Required:
* Minimum bachelor’s degree in statistics, social sciences, international development or a related field required.
* Minimum of 3 years’ experience in evaluation and/or social science research is required. Experience working in a similar position for a USAID contractor is preferred.
* Must have proficiency in Microsoft Office applications.
* Excellent communication and teamwork skills with demonstrated experience working collaboratively in a multidisciplinary and multicultural environment.
* Detail oriented and well organized, ability to work under pressure, meet tight deadlines, and coordinate across multiple countries.
* Possession of a valid driver’s license
* Fluency in English (written and oral). Fluency in Portuguese would be beneficial.
* Current authorization to work in South Africa is required at the time of application.
