JOB SUMMARY/PURPOSE
Manage the development and implementation of ETI’s transmission plans and congestion management strategy as an active participant in MISO’s reliability and economic transmission planning processes and the MISO ARR and FTR process. This includes coordinating across multiple business units to evaluate and develop integrated resource planning strategies, including those utilizing new and innovative products that meet both customer needs and company objectives. Knowledge of distribution and/or generation planning processes will aid in this effort.
This position is critical to ETI’s interaction with regulators on transmission planning issues. The importance of transmission planning to the Operating Company and its regulators has been greatly increased as a result of MISO integration and new FERC and NERC requirements.
JOB DUTIES/RESPONSIBILITIES
Responsible for the ETI’s transmission planning activities in MISO including participation in the MTEP planning processes for long-term reliability and economic planning. This includes overseeing the development and recommendation of optimized transmission project strategies that will be presented to both internal and external stakeholders to ensure robust projects are constructed for ETI’s geographically large and significant transmission grid. Oversee the development and implementation of project execution strategies that optimize various business and customer needs through both internal and regulatory processes. Testify in regulatory proceedings, such as CCNs, rulemakings, and recovery proceedings, on matters related to transmission planning and congestion management activities. Participate in MISO committees and meetings related to transmission planning and congestion management and to coordinate internally to ensure quality feedback is submitted on behalf of ETI. Responsible for the development and implementation of ETI’s ARR / FTR strategy for managing congestion. Interact and coordinate with regulators on 1) Organization of MISO States (OMS) support 2) Order 1000 issues including seams issues with neighboring utilities 3) Regional transmission expansion planning 4) Implementation of new NERC planning standards and 5) MISO policies for regional transmission cost allocation. Lead other various initiatives for ETI as needed, as well as train and oversee the activities of the department analyst.
MINIMUM REQUIREMENTS
Bachelor's degree in electrical engineering and minimum of 7 years experience required OR in lieu of degree 8 years of experience required. Masters or MBA desired.
Minimum knowledge, skills and abilities required of the position
None; MISO and/or other RTO experience is desired.
