Duties Description The Office of Mental Health, Division of Community Program Policy & Management, Adult Community Care Group, Bureau of Transition Age Youth is recruiting to fill a Mental Health Program Specialist 2. The incumbent of this position will assist with the policy analysis, development and coordination of recommendations for the implementation of programs to serve Transitional Aged Youth. Transitional Aged Youth are youth between the ages of 16 - 25 who are transitioning from adolescence into young adulthood. Youth and young adults with serious mental health conditions face many challenges. Children’s service systems can complicate the transition to adulthood by terminating eligibility for their services at a specific age designated as the end of childhood (typically age 18 or 21).Specific duties include, but are not limited to, the following:• Research, analyze and report on behavioral health policy issues impacting Transitional Aged Youth; • Research and prepare reports and analyses on adolescents which age out of programs for children and adolescents and transition needs into the adult system of care. • Summarize findings of research and analysis in drafts of memos, briefing materials, presentations, correspondence and reports to be used by Division management; • Assist with communications related to policy implementation and/or changes, provide technical direction to OMH staff and external staff in the implementation of integrated treatment and services program to serve Transitional Aged Youth; • Attend meetings, webinars and conferences convened with recipients of services, provider agencies and other OMH program areas.
Minimum Qualifications Transfer Opportunity:Candidates must have permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. 55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must must possess a Bachelor's or higher degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND and three years of professional clinical or administrative experience in a mental health program. Additional Comments The listed salary range of $87,556 - $109,854 includes a $3,400 Location Pay adjustment. The salary range for a G-23, PEF position is $84,156 - $106,454.Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process.
