Duties Description The Office of Mental Health (OMH) is recruiting to fill multiple Mental Health Program Specialist 1, SG-18/Mental Health Program Specialist Trainee, NS, positions in the Division of Planning & Quality Management, Office of Planning. Under the guidance of the director of Workforce Development, the Mental Health Program Specialist 1 positions will assist with implementing OMH’s plan to address community workforce development needs with initiatives for recruitment, retention, training, wellness, and Diversity, Equity, Inclusion and Belonging (DEIB) strategies. Specific duties will include, but are not limited to, the following:Research best practices, compile peer reviewed research and government reports, and assist with the preparation and writing of reports and presentations. Assist with statewide implementation of OMH directives related to workforce.• Review and assess proposed policies and guidance to ensure conformation to State and federal regulations and requirements.• Assist with identifying needs for reform in cases where current policies and/or regulations hamper effective recruitment and retainment of the workforce. • Work collaboratively with other OMH divisions for fulfilling the workplan. Assist the Director in using data to drive workforce development activities.• Review program trends/findings that may require program changes or support activities to improve workforce development activities. • Assist the Director in reviewing quality improvement initiatives as relevant to workforce development for adult and children’s programs statewide.• Assist the Director in program evaluation activities to determine whether implemented changes are working.Attend in-person events to talk with community members, students, educational programs, provider agencies, and county leadership, share information related to the mental health field and workforce, and connect people to resources.Assist the team with providing high quality technical support to inquiries sent into the planning office mailbox from within OMH as well as from outside the agency, including inquiries from providers and community members.Support the Director of the Office of Planning with ad hoc projects, as needed.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program: This position includes an opportunity to serve in a traineeship and applicants will be appointed to the appropriate level based on their education and/or experience. Mental Health Program Specialist Trainee 1 (starting salary $52,198): A bachelor's degree in a qualifying field*.Mental Health Program Specialist Trainee 2 (starting salary $58,247): A bachelor's degree in a qualifying field* and one year of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.+Mental Health Program Specialist 1 (starting salary $65,001): A bachelor's degree in a qualifying field* and two years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.+*Qualifying degree fields: child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education+A master's or higher degree in a qualifying degree field can substitute for one year of specialized experience.Transfer Opportunity:Candidates must have permanent competitive or 55b/c status as a Mental Health Program Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Mental Health Program Specialist 1 title; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the trainee levels (Mental Health Program Specialist Trainee 1 or 2).
