Project Summary:
The USAID-funded West Bank Raid Response (WB RR) activity is anticipated to be a two-year project focused on conflict-affected areas in the northern West Bank. It aims to alleviate grievances, strengthen communities’ abilities to withstand shocks and stressors, and provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas that have recently emerged as flashpoints.

Position Summary:
The Monitoring, Evaluation, and Learning (MEL) and Data Analysis Associate will support program’s capacity to prioritize programming that responds to strategic needs and measure public attitudes and opinions before and after interventions. As a member of the project MEL team, the MEL and Data Analysis Associate will contribute to evidence-based decision making, by conducting quick response research assignments, data collection, analysis, and presentation. The MEL and Data Analysis Associate will also be involved in designing data collection tools (questionnaires/surveys, polls, interviews, focus group discussions (FGDs), etc.) and drafting sections of activity reports/documents. In addition, the MEL and Data Analysis Associate will play a key role in the project context monitoring and drafting reports in areas where activities are taking place. This position will report to the MEL Manager and could be based in Ramallah or Northern West Bank, including Nablus, Jenin, or Tulkarm.
Responsibilities:
Conduct and support the design and implementation of quick research activities including developing research questions and methodologies, pre-post assessments and evaluations, as well as to identify best practices and lessons learned. Support data collection activities, including the design and execution of surveys, interviews, and FGDs guaranteeing MSI and donor data quality and integrity requirements. Use research and data collection and analysis tools and software in quantitative and qualitative data collection and evaluation. Assist in preparing reports, briefs, presentations, and other written materials related to data evaluation and MEL activities for varied audiences and using data visualization tools such as BI, Tableau, etc. Develop data dashboards and interactive platforms to facilitate data-driven decision-making. Contribute to the analysis and interpretation of project MEL data, identifying trends and patterns to inform project decision-making. Provide training and technical assistance to project staff, partners, and enumerators on MEL methodologies, data collection techniques, and data analysis tools. Support knowledge management efforts, including documenting lessons learned and sharing best practices. Design and implement data management protocols, including data cleaning, transformation, and validation procedures, to maintain data accuracy and reliability. Collaborate with program teams’ and partners to design and execute assessments, ensuring identification of potential risks and opportunities, and use a deep understanding of the social and economic dynamics in the project areas. Plan and implement in-person and digital data collection efforts. Ensure the quality and reliability of project data by implementing donor quality assurance exercises on project activities and partners. Demonstrate flexibility and take the initiative to identify and address challenges and needs as the situation requires. Anticipate potential change in context and promptly communicate with MEL management for timely and proper actions. Seek opportunities for improvement and innovation actively.
Qualifications:
Bachelor’s degree in information management systems, informatics, statistics, data science, social science, international development, economics, or related field is required. Minimum three years of professional work experience in data analysis, informatics, MEL, research, or data analysis required, preferably in the context of emergency rapid response. Experience with community resilience/stabilization programming in conflict environments with USAID preferred. Experience in research with qualitative and/or quantitative methodologies, including developing research reports required. Experience in designing and implementing electronic data management systems. Experience with research methodologies, contextual analytical skills, and data collection. Strong organizational and time management skills with ability to communicate technical information clearly and effectively with professionals required. Proficiency in data analysis tools, data collection and dissemination platforms, statistical software, and/or information management systems. Ability to travel to and within Nablus, Jenin, and Tulkarm or to other activity sites as needed. Oral and written proficiency in English and Arabic required.
