Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience or training as a mechanic.

JOB DISTINCTIONS:
Differs from Mechanic 2 by the presence of independent responsibility for repair and overhaul of complex specialized systems such as hydraulic, pneumatic, electrical, and/or electronic systems on mobile or stationary equipment.
Differs from the Mechanic 4 by the absence of lead worker responsibilities.
Examples of Work
The incumbent in this position performs a physical effort to accomplish a variety of tasks in the Maintenance Department of the Southeast Louisiana Flood Protection Authority - East (SLFPA-E), under the supervision of a Mechanic Supervisor A, or higher authoritative supervision, as follows:
MECHANIC 3
80% - Performs one or more of the following types of maintenance or repairs as a primary, regular, and reoccurring function of the job. Disassembles, diagnoses, overhauls, rebuilds, and/or repairs heavy equipment or complex systems such as engines, transmissions, pneumatic systems, hydraulic systems, gear reduction systems, electrical systems, suspension systems, brake systems, exhaust emission control systems, etc. Performs diagnostic tests to locate malfunctions of the various systems by using extensive knowledge of vehicle systems developed through years of experience. Incorporates visual and audible inspection with the use of a wide range of computerized test equipment, such as electronic scanners, engine analyzers, dynamometers, exhaust analyzers, oscilloscopes, and various testers and meters, as well as non-computerized test equipment. Applies knowledge of how complex electronic systems affect the operation of mechanical systems in order to determine the nature and extent of repair necessary. Selects the best work procedures to accomplish repair.
10% - Assists Mechanic Supervisor A and Mechanic 4 in providing instruction, guidance and assistance to Mechanic 2. Assigns portions of work to lower-level mechanics that are assisting in the accomplishment of major repairs. Assists in training lower-level mechanics in the field on diesel and hydraulic engine repair. May be required to perform any other duties on equipment or auxiliary equipment when necessary to accomplish work objectives designated to a lower job specification. May be required to perform infield repairs to equipment. May be required to assist in field operations operating equipment.
5% - May also be responsible for repair and maintenance of equipment powered by small internal combustion engines such as: lawnmowers, string trimmers, outboard motors, etc. Tasks may include grinding valves, setting tappets and push rods, installing new piston rings, and cleaning parts.
5% - Filling of new sandbags as required, and handling of sandbags as required. Test-driving heavy duty vehicles for troubleshooting. The incumbent will perform any and all related duties as required and assigned
NOTE: The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPA-E's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard and the east-bank of Orleans from tidal surge, wind-driven water and river flooding.
In emergencies during Mississippi River flooding and Hurricane/ Tropical storm events, the incumbent will be on call and must report for duty if so required and remain on duty in such situations until released from duty by the Appointing Authority.
