Role Purpose
Reporting to the Terminal Manager.
The purpose of this role is to provide maritime assurance for the safe and efficient operation of the Island View Terminal berths managed by SAPREF in accordance with the Participants Management Agreements.
To influence and provide maritime guidance on all industry vessel movements to assist with optimizing berth efficiency whilst aligning with optimal planning and scheduling of shipping at Island View.
Key Accountabilities/Objectives:
To ensure compliance with the site rules and associated industry guidance ISGOTT and related OCIMF publications. Provide support to the Production Manager on all maritime matters including acting as duty maritime individual for Island View. To ensure effective co-ordination amongst internal SAPREF and external stakeholders (coastal ship schedulers and traders, Island View chemicals companies, TNPA, agents and surveyors) with regards to Berth Management Agreements “IV Operating Rules”. To enforce the “IV Operating Rules” and advise the Participants of any limiting circumstances in terms of vessel planning based on their nominations to promote efficiency of the systems. To ensure that all vessels planned for berthing at SAPREF Island View berths are positively vetted in compliance with safety management systems and the Management Agreements. Maintain maritime oversight of all the berth operations teams to ensure safety and compliance against SAPREF standards. To ensure all ship/shore interface operations including those by participants and 3rd parties are conducted in accordance with industry guidance ISGOTT. Take the lead role to ensure all marine related and berth incidents, non-compliances or near misses are recorded and thoroughly investigated. Implement changes to prevent re-occurrence of the incident. Maintain oversight during planning and execution of berth routine maintenance activities in such a manner as to not compromise safety or impede the optimum efficiency of the berths. Provide input for development of plant changes to meet production needs. Define and integrate operational maritime requirements during scoping phase and commissioning of projects to ensure optimum performance. Monitor and manage the exposure to demurrage. To ensure that responsible parties are held accountable in the event of any damage to the berth infrastructure as it relates to the ship/shore interface. To liaise with TNPA on issues that could, may or are affecting SAPREF Island View berths. To attend maritime industry forum as it relates to the SAPREF Island View berths. Support the Island View Production Manager to implement and manage the Island View berth management agreements. To support the Island View crisis and emergency response teams on marine related incidents, drills or issues. Conduct health & safety self-audits and OCIMF baseline criteria assessments of the ship shore interface and manage gaps. Register and maintain the terminals data in the OCIMF MTIS, including uploading the MTMSA and TIB.
Skills:
To provide maritime assurance for the safe and efficient operation of the berths. In depth knowledge of Marine operations.
