Working with the Ocean Science Leadership team, the Marine Ecology Program Manager will oversee and expand our work in marine biology and ecology services associated with coastal applications, offshore energy development, and coastal engineering and infrastructure projects (dredging, pipeline burials, ports, etc.). We are seeking a motivated individual with a background in biology or ecology and experience with federal and/or state permitting processes to lead our marine biology and ecology team and support environmental impact assessment and permitting for renewable energy facilities and other nearshore and offshore development projects. They will oversee staff, manage projects and clients, develop new business and lead proposal efforts, explore partnership opportunities, and take a leading role in expanding our biological and ecological service offerings.
The successful candidate will have technical expertise and experience in marine environmental characterization studies, permitting, regulatory compliance, and federal and state agency interactions at all levels. They will also have experience with program, project, and people management. Attention to detail, strong communication skills, the ability to work directly with clients, stakeholders, and regulators, and a focus on pursuing new business are imperatives.
This role will be based in the US with some travel required.

Your Role:
Serve as Program Manager for marine biology and ecology, including managing key proposals and projects, providing quality assurance, quality control (QA/QC) oversight, and overseeing multidisciplinary staff to complete project requirements. Set and continually manage project and program expectations while delegating and managing deliverables with team members and stakeholders. Drive the culture of accountability needed to achieve strategic objectives. Further refine and implement our Offshore Renewables strategy related to marine biology and ecology services, be accountable for developing business in the offshore renewables sector and engage with clients to identify new work opportunities. Lead preparation of technical reports and documents, which may include marine mammal, sea turtle, avian, fish, and benthic species impact assessments; benthic habitat and fisheries monitoring plans; marine mammal incidental harassment authorization applications; underwater and ambient noise assessments to support permitting; and others. Liaise with clients, agencies, internal stakeholders, and subcontractors to advise on coastal and marine permitting-related topics, including project requirements, risks, permitting strategies, due diligence reviews, and quality control reviews of technical reports. Oversee and lead key proposals, ensuring alignment with the objectives of the Ocean Science strategy. Prepare proposals and cost estimates, review or lead development of technical approaches, and direct project teams. Foster a client-centric approach to sales and project delivery within the marine biology and ecology program. Maintain senior-level relationships with key clients to support business development. Develop budgets and perform financial analysis. Track and manage project performance (cash, sales, revenue, profit, etc.) Manage (directly or indirectly) staff whose primary role is focused on marine biology and ecology work. Coordinate team workload, internal training, task delegation, and ensure quality deliverables. Pursue continual professional development and maintain a high degree of discipline knowledge and awareness. Maintain a working knowledge of national, regional, and local technical content and applicable regulations. Maintain an in-depth understanding of federal and state statutes and regulations governing offshore energy and related facilities.
Qualifications:
Master’s degree and at least 10 years of experience in related field Organizational, project, and program management skills. Experience in the offshore energy market in environmental, permitting, or wider consulting services and track record of successfully delivering projects to the market. Knowledge and experience in terrestrial infrastructure development is also welcome. Thorough understanding of the North America offshore wind market, its status, and trajectory. Ability to identify and develop new professional services for the market. Proven people leadership skills with excellent influencing and integration skills. Strong interpersonal and relationship-building skills, with the ability to proactively develop a network of key relationships internally and externally. Communication and presentation skills, including the ability to communicate and influence successfully at all levels of the organization and externally (e.g., industry clients, government, regulators, and stakeholders). Teamwork skills, including demonstrated success promoting a collaborative and productive work environment for all team members. Strategic thinking and problem-solving skills.
