Description
Our client is seeking a MANAGER-TELECOM PLANT ENGINEER to manage and maintain the quality of outside plant infrastructure facilities, operations and maintenance, annual budgeting, and development of telecommunications design standards. To supervise support staff and oversee their assigned job duties. To monitor the feeder, distribution and riser cable utilization, perform all field surveys as well as direct the unit bid contractor on locating telecommunications cable facilities for outside vendors and have responsibility for inside/outside plant facilities planning, development and execution of the unit bid contract.
Responsibilities for this position include, but are not limited to, the following:
Supervises design professionals, drafting and administrative staff in implementation of the process for designing and delivering project programs including document review, budgets and coordination of the design construction interface as well as the development and implementation of the Telecommunications Standards.
Serves as the internal consultant and engineer for all telecommunications OSP and ISP projects responsible for the design, estimating, scheduling, installation and inspection. Responsible for maintaining project records, as-built drawings, all jack locations and unique ID numbers, OSP copper and fiber facilities as well as ISP building entrances and risers. Attends various committee/department/project meetings and other related conferences.
Serves as primary interface between telecommunications and the architecture engineering, construction design operations departments of facilities, external architects and engineers as well as city planning departments, and utilities.
Serves as electrical engineer for telecommunications, specializing in the distribution and usage of power in the data center, switch room and other remote facilities. Responsible for verifying loads, recommending uninterruptable power supply systems, normal and emergency power distribution, methods of redundancy and coordinating installations with facilities and outside consultants as required. Recommends power distribution units in the rack enclosures and end-of-lineup. Responsible for maintaining records of power circuits serving each rack and circuits feeding individual devices in data center.
Responsible for the development of unit bid documents, coordination of bidding process with the architect, verification of all items and the creation of sample projects used to analyze the bid. Works with the purchasing to administer the 481 material bid and the 934 copper bid used to purchase material for the telecommunications and the unit bid contractor. Utilize the unit bid for construction estimating for all OSP and ISP Projects.
Inspects job sites and reviews work for compliance with documents, progress of work, delays and submits reports. Coordinates construction activities between contractor, personnel and others involving utility/service interruptions, project status, updating, arranging contractor's access and other special requirements.
Assists facilities departments with the design review of construction documents for compliance with telecommunications and standards and evaluates coordination of design and quality. Develops and implements methods to streamline the construction document production process through standardized detail sheets and written specifications that incorporate University standards and other methods.
Directs design professionals in time management, cost and quality to attain cost and scheduling goals. Establishes and monitors project priority schedule for the department and works closely with the unit bid contractor and staff to ensure that the project priority schedule is accurate.
Develops, implements and oversees department performance indicators to ensure performance of staff. Conducts annual performance evaluations of design professionals, drafting and other staff. Submits recommendations to the director for salary and staffing adjustments.
Identifies and informs the director of critical needs to retain outside consultants to assist in completing projects. Oversees the development of technical telecommunications facilities standards by the engineering staff for use on projects designed and constructed.
Pay and Benefits
The pay range for this position is $45.00 - $60.00/hr.
