Northrop Grumman Mission Systems (NGMS) is looking for a Manager, Programs Level 3 to support the Electromagnetic Warfare (EMW) Systems Operating Unit in the Advanced Mission Capabilities Business Unit (BU) in Linthicum, MD. This is an on-site position. The primary objectives will be to lead the development efforts on the next generation of Electromagnetic Warfare programs, ensuring all contractual requirements regarding cost and schedule are met, achieving all technical requirements, managing work scope, and creating customer intimacy to support value creation strategies and actions. Candidate will also work with program team to develop plans for future growth.

The primary objective will be to lead the development efforts on the next generation of Electromagnetic Warfare programs. Ensuring all contractual requirements regarding cost and schedule are met, achieving all technical requirements, managing work scope, and creating customer intimacy to support value creation strategies and actions. Candidate will also work with program team to develop plans for future growth.
Program Managers will be responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.Measuring and reporting program performance.Delivering presentations to executive management and other program stakeholders.Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test.Creation, review and finalization of the program Statement of Work.Identification, distribution, tracking, and completion of program requirements.Establishment and management of the program and subordinate baselines.Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.Identifying, allocating and managing program resources, including workforce planning.Managing Government/customer supplied property or information (GFE, CFE, etc.)Managing suppliers to meet program objectives.Adherence to all internal processes, policies, and applicable industry standards.Ensuring program team understands and adheres to contract scope, and manages change through control board activities.Development and adherence to master plans and schedules.Conducting thorough risk & opportunity management practices including identification, mitigation and realization.Basic Qualifications:
Bachelor’s Degree and 8+ years of relevant experience, or Master’s Degree and 6+ years of relevant experience supporting U.S. Government contracts and customers and/or project management in other industries.Experience executing completion-type programs with complex technical requirements.Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.Prior experience with Earned Value Management (EVM) and MS Project.Demonstrated success leading teams/and or organizations to achieve a common goal.Must possess strong organization and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors.US Citizenship with an Active Secret Clearance.Preferred Qualifications:
Program, Operations, or project management experience in engineering, finance, logistics, operations or supply chain/subcontracts management.Bachelor’s or Master’s Degree in STEM.Strong technical background in the research, development, and operation of military sensor systems.10+ years’ experience including as senior technical lead or engineering manager positions.Experience in a leadership position on government programs over $10M and IR&D efforts over $500K.Experience with Direct Customer InterfaceExperience with programs that develop, integrate, produce and sustain software RF systems.Experience with complex customer and contracting environments.Experience working with key partners and suppliers.Experience with geographically diverse program teams.Active Top Secret Security Clearance.Ability to attain and maintain Special Program Access (SAP).Salary Range: $178,500.00 - $267,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
