Manager Preconstruction Procurement

The Manager, Preconstruction Procurement is responsible to lead capital driven construction opportunity initiatives to align functional objectives and business strategic objectives. The Manager, Preconstruction Procurement drives and monitors programs, tracks execution of developed initiatives, and determines and reports risk. Additional responsibilities include management of costing evaluations, feasibility studies, cross-functional interaction, scheduling, and executive reporting including work-in-progress and results of utilized procurement programs. The Manager, Preconstruction Procurement be responsible to directly manage the Capital Project Initiation Manager. Additional responsibilities include presentation off-cycle project requests to Medxcel executive(s), committee(s). This role will lead the coordination with Finance, Operations & related Medxcel groups to successfully ensure Project Initiation in all related systems. Effective management of the preconstruction process and the establishment of value-added services shall create future opportunities with respected industry partners. This position will be located at Central Office- Indianapolis, IN. Responsibilities Manage Facility Capital project initiation process, including oversite of Capital Project Initiation Coordinator and assigned functions to ensure data accuracy for financial requests. Evaluate, develop, and execute sourcing strategies and processes for assigned commodities or assets. Manager will support implementation of Group Purchasing Organization (GPO) and measure key criteria such as return on investment analysis, vendor participation rates, and industry metrics to support best practice and value. Monitor market fluctuations and identify risk factors through quarterly dashboards. Co-lead with Design Integration team cost saving efforts including identification of alternate sources and materials. Ideate and fully analyze cost saving initiatives. Prepare summary reports including return on investment. Advise Preconstruction and Project Engineering Leadership team on implementation viability and cost. Lead and coordinate national program procurement and act as support resource to monitor product delivery, start-up, asset inventory documentation, and warranty management. Cross-functional support with Supply Chain and The Resource Group to implement and execute procurement efforts including contract and supply agreements. Co-lead with Supply Chain performance assessments and vendor management business reviews. Create teams as needed to investigate opportunities. Act as a reviewer and advisor for focused team exercises including budget, constructability reviews, schedules, logistics, safety and value analysis. Support status reporting and analysis as required by finance, construction, project controls leaders & Medxcel Executives/Managers. Supervises and develops one or more direct reports. Qualifications Education: Bachelor’s degree in Engineering, Construction Management, Architecture or related field- required. Master’s degree in related field -preferred. License/Certification: Certification in Construction, Engineering, Facilities Management or related -preferred. Experience: Five to ten years of related experienced -required Knowledge, Skills and Abilities: Demonstrated Planning/organizing – prioritizing and planning work activities, uses time efficiently and develops realistic action plans. Demonstrated experience in leading of complex projects that are strategic in nature and national in scope. Demonstrated knowledge and understanding of problem. Proven communication and interpersonal skills with ability to influence stakeholders. Demonstrated strong analytical skills. Proven ability to track changes at high level of detail and articulate changes. Demonstrated self-starter who thrives on sprint work and dynamic environment. Proficient in MS Office, eBuilder, analytical and estimating software and web-based technologies. Detail oriented. Demonstrated knowledge of Problem Management and Agile Methodology. Proven ability to interact with all levels within the organization. Proven ability to work within a matrix management environment.
