Quality Carriers, Inc. (QCI), headquartered in Tampa, FL, is North America's largest bulk liquid chemical carrier. Through a network of more than 100 terminals and facilities, we transport a broad range of chemical products and provide our customers with value-added transportation services.

Job Summary:

This position will be responsible for enforcing corporate policy and procedures and federal/state regulations at all company-owned and leased terminals, maintenance shops, and rail transfer facilities.  This position will report directly to the Senior Director of Safety and work closely with terminals, maintenance shops, and rail transfer leadership teams in the region.  This role will work to support and drive the creation of a strong culture that engages employees in the achievement of the company’s target of zero incidents. This position requires 50 – 60% regional travel (California, Nevada, Arizona, Washington and Utah)

 

Essential Functions:

Provide guidance and direction to regional-level management and personnel on occupational safety, industrial hygiene, and other health & safety issues.  Participate in change management processes, process/job hazard analysis, and personal protective equipment (PPE) assessments to identify health & safety issues and opportunities for improvement. Identify action-based health and safety goals for regional leadership team members to support achievement of objectives and targets Take the lead in incident investigations, root cause analysis, and closure of action items.  Assist with implementation of the industrial hygiene program, including identification of job tasks requiring sampling as needed. Develop and periodically review site procedures relating to maintenance shops and rail transfer safety Conduct site inspections and internal compliance audits. Track all findings to closure using the EHS software program. Develop and update emergency action plans for the all facilities in assigned region Provide content for site-specific training programs, conduct training (as required), and coordinate 3rd party training as needed. Provide content for safety meetings/ tool-box topics and conduct webinars with field leadership and personnel Assist in designing programs to control, eliminate and prevent injuries Evaluate “regional” patterns in injury data and develop action plan(s) as needed Develop and/or provide training on new regulations affecting operations Assist with annual management system surveillance and recertification audits

 

Minimum Education/Experience:

Bachelor’s degree in a technical engineering or science discipline; other Bachelor’s degrees considered if candidate has significant relevant experience Certification as an Associate Safety Professional (ASP), Certified Associate Industrial Hygienist (CAIH), or demonstrated progress toward such certifications is desirable. Must have 5 - 7 years of health and safety (H&S) experience, either as a H&S professional or in a role requiring detailed knowledge of H&S requirements. Experience with incident investigation and root cause analysis (5-whys/fishbone) is required Experience with CalOSHA and other State Plan regulations in the region is highly desired Experience working with multi-site locations is highly desired Experience working in maintenance shops and/or rail transfer sites is desired 

 

Minimum special knowledge and skills required:

Working knowledge in regulatory and technical aspects of Occupational Safety (General Industry), Industrial Hygiene & Management Systems Working knowledge of cross-functional H&S disciplines Ability to lead and support cross-functional process improvement teams Ability to act as a change agent. Effective in enabling and driving change Ability to effectively communicate (verbal and written) with clarity, impact and passion Ability to conduct behavior-based safety observations Ability to develop detailed job hazard analysis and PPE hazard assessments

 

Work Environment:

This position requires frequent travel to and from various work locations via multiple forms of transportation (automobile, air plane, rental vehicles). Will be required to wear personal protective equipment (respiratory protection, if required).  Potential exposure to odors, dirt, and dust is possible.

 

Physical Demands:

Walking/Standing/Sitting – Continuous sitting, walking, standing and movement inside and outside of terminals (office buildings), maintenance shops and rail yards. Talking/Hearing - This position requires frequent communication with management, co-workers, affiliates, and regulatory agencies. Seeing – Must be able to inspect and observe terminals (office buildings), maintenance shops and rail yards to accurately assess needs, analyze surroundings of those areas, and recommend corrective action. Repetitive movement of hands and fingers – Writing, typing, and operating various office equipment such as laptop computers and tablets, copiers, phone equipment, etc. Climbing – This position may occasionally require climbing into and out of tractors and ascending/descending trailer ladders.
