Northrop Grumman Mission Systems is seeking a Manager 2 of Contract Administration to join the Land & Maritime Systems (LMS) business unit in the Maritime Maritime/Land Systems & Sensors (MLSS) division. The successful candidate would manage a team of skilled Contract Professionals and a Manager, supporting the Maritime Electronic and Information Warfare (MEIW) and Advanced Maritime Radar (AMR) operating units. This is a unique opportunity to build leadership experience, mentoring relationships and networks, and career growth contributing to a diverse portfolio with two enterprise priority/franchise programs and captures. This position is on-site in Linthicum, MD; hybrid may be considered.

What You Will Get To Do:

In this role, the successful candidate would oversee a diverse portfolio containing the full contract lifecycle, including development, full rate production, sustainment of an existing franchise program and capture of a next generation franchise program. This position requires a deep understanding of Government contracting, excellent communication skills with all levels of professionals and leadership, ability to develop customer intimacy, and strong collaboration with program and functional groups. The candidate is a team builder with strong leadership skills, demonstrated problem-solving skills, and a proactive, detail-oriented approach to work.

Roles and responsibilities include the following:

Lead a team of 5 professionals and 1 manager, with a focus on training, professional development and team engagement.

Provide trusted and valued advice and guidance on contractual matters and business aspects in support of operating unit goals.

Review and approve contractual documents for protection of the company's contractual/risk posture, satisfaction of contractual requirements, and adherence to company policies, legal requirements, and customer specifications.

Plan and execute successful contract negotiations and achieving targeted profit rates as well as favorable terms and conditions to assist in meeting profit and cash goals.

Make decisions in a timely manner, offer guidance, and work cooperatively with a variety of organizations ranging from technical, program, finance, supply chain, legal, export, and security. Demonstrate broad spectrum of skills - from attention to detail, to assessing macro-level impacts.

Collaborating with the BU to provide concise guidance related to Approval of Commitments for Company Products and Services and other procedures.

Qualifications:

Basic Qualifications:

Bachelor's degree with a minimum of 8+ years applied or related experience or master’s degree with a minimum of 6+ years applied or related experience.  Will consider 12 years of relevant experience in lieu of a degree.

Prior experience with the Department of Defense (DoD) and a variety of contract types such as Cost Plus, Fixed Price, etc.

Demonstrated understanding of and experience with the Federal Acquisition Regulations (FAR) / Defense Federal Acquisition Regulations Supplement (DFARS).

Demonstrated proficiency with MS365, Outlook, Word, and PowerPoint.

Ability to obtain a Secret clearance.

Preferred Qualifications:

Prior experience successfully managing a team of professionals with varying experience levels.

Prior experience managing large scale sole source DoD/US Navy programs, both direct with the Govt and with prime contractors.

Prior experience managing Other Transactional Authority (OTA) or non-traditional contract types.

Prior experience managing international (Direct Commercial Sale (DCS) and Foreign Miliary Sales (FMS) contracts and/or subcontracts.

Prior experience managing or supporting large scale competitive captures.

Prior experience managing or supporting programs progressing from product development through rapid prototyping and initial production phases.

Active Secret clearance at time of application.

Salary Range: $119,800.00 - $179,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
